Attachment VI - Wage Determination Guide Attachment V - Joint Venture Consent Form Attachment IV - Past Performance Questionnaire Attachment III - Price Proposal Workbook Attachment II - Offeror Submission Package Attachment I - PWS SF 1449 - Solicitation Document - SPE603-19-R-0506 THIS IS THE FINAL SOLICITATION FOR SPE603-19-R-0506. PROPOSALS ARE DUE NOVEMBER 26, 2018, 1:00 PM LOCAL FORT BELVOIR TIME. The Synopsis for this requirement was posted under SPE603-18-R-5X03. Defense Logistics Agency - Energy has issued a RFP for services to ensure compliance with the Executive Order (EO) 12088 the Defense Logistics Agency (DLA) Energy procures the services of a contractor to provide spill prevention and response exercises for installations where there are DLA Energy-funded Defense Fuel Support Point (DFSP) operations contracts in place. The exercises shall be in accordance with the applicable current laws, rules, regulations, and guidance for each foreign or domestic site. This can include, but is not limited to: 40 CFR 112, Oil Pollution Prevention; National Preparedness for Response Exercise Program (PREP) Guidelines; DoD 4715-5G, Overseas Environmental Baseline Guidance Document (OEBGD); Status of Forces Agreements (SOFA), Final Governing Standards (FGS), or any other binding agreement between the United States and a host nation. The expected period of performance is January 1, 2019 - December 31, 2022. Best Value Lowest Price Technically Acceptable Procedures will be used to evaluate offers. This procurement is 100% set aside for small business. The classification code is U - Education/Training. The NAICS code is 541620 and the threshold is $15 Million. All small business, responsible sources may submit an offer which will be considered. A pre-proposal conference will be held at the Defense Logistics Agency - Energy, 8725 John J. Kingman Road, Fort Belvoir VA, on November 2, 2018, 1:00 PM local Fort Belvoir, VA time.
