Description
This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable offerors in the marketplace with the knowledge, skills and capability to provide the Management Consultant Services as described below. The Office of Acquisition Solutions (OAS) is entering a re-organization in which program customers in The Office of Air and Radiation (OAR) will be affected. In order to prepare for the transition of new work and transferring of other work, in addition to current institutional issues of delayed budgets, and competing priorities a management consultant is required. Obligating expiring funds in a timely manner is a top priority however many obstacles prevent this from happening. As a result, milestones are pushed back creating a growing backlog sacrificing the relationship between program customers and acquisition staff leading to low morale and ineffective dynamics. The overall goal is to repair and sustain positive working relationships between the program office and acquisition directorate while fulfilling public policy objectives and minimizing administrative operating costs. A short-term management consultant will be hired to assist in the transition work that will need to be done between the two organizations. The purpose of this consultant will be to have an independent analysis in order to provide beneficial solutions. The reorganization will be the first step to re-setting relationships and understanding better from OAS what is needed from OAR and OAR from OAS. ¿Management consultant will be needed on-site in Washington. DC for one work week. ¿Management consultant must have a high level of understanding of EPA culture ¿Management consultant must have a minimum of 10 years ¿ experience. ¿Management consultant must have a MPA in Organizational Planning or equivalent. Tasks: Task Due Date Notes On-site/in-Person Interviews Immediately 10-15 People Off-site Additional Interviews As Directed TBD Findings Report Within 10 days Max: 10 pages to include next steps and recommendations NARRATIVES SHALL BE NO LONGER THAN SEVEN (7) TOTAL PAGES. Please include a narrative for the requested information and discuss any questions/concerns. Additional information such as brochures and other industry information is not included in the 7-page limitation. Please include the following information in your response/narrative: (1) Company name, address, and point of contact information; (2) Identification and verification of the company's business status (i.e. Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, or Women-Owned Business; (3) Descriptions of Previous experience within the previous five (5) years on projects considered similar in technical scope and complexity to the proposed EPA project. Please include dates of work, references, project costs, and complexity of the projects; (4) A statement on the portion of the work that will be self-performed on this project, and how it will be accomplished. All interested and capable qualified businesses are encouraged to reply to this market survey request by submitting a narrative demonstrating their experience in Robotic Driving Systems as described above. This market survey is to determine whether or not this project should be set-aside for small businesses or a small business subcategory based on the responses received.
