- SOURCES SOUGHT NOTICE THIS IS SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. This is a SOURCES SOUGHT NOTICE to determine the availability of Small Businesses (e.g., 8(a), Service-disabled veteran owned small business, HUBZone small business, Small disadvantaged business, Veteran-owned small business, and Women-owned small business) under NAICS code 238220. The purpose of this sources sought is to identify organizations with the requisite qualifications to provide the services stated herein. All business organizations (SB SDB, WOSB, HUBZone, VOSB and SDVOSB) are encouraged to respond to this notice. Title: Mechanical Construction for repairs, renovations and alterations to mechanical systems and utilities National Institute of Standards and Technology (NIST) is seeking a capable contractor who can perform mechanical services. This is a Sources Sought ONLY, not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. NIST is seeking a mechanical contractor with the following capacity and experience within their respective disciplines as listed below: 1.Work including installation, maintenance, or repair of mechanical systems in laboratory buildings and modification as well as installation of laboratory equipment and associated facility services. Laboratory experience shall be in a Federal, State, or commercial facility. High school laboratories shall not be considered. 2.Work at central steam and chilled water utility plants to include underground utilities. 3.The type(s) of work that may be required (but not limited to) of the contractor are as follows: oInstall/repair/replace/perform maintenance on air distribution, exhaust air, heating and domestic water distribution, natural gas, refrigeration, steam, condensate systems and man holes. To include sheet metal duct fabrication, fire damper installation, booster cooling and heating coils and other air duct accessories. May include repairing ice making equipment, walk-in coolers, refrigerated water coolers and split and ductless DX refrigeration systems. oTypical maintenance activities may include: adjusting/replacing belts and aligning sheaves, filter replacement, coil and casing cleaning, lubricating/replacing bearings and seals, inspect/lubricate damper operators, inspect/replace gages or sight glasses, inspect/re-pack/replace valves, inspect/clean drains, pump replacement, and inspect/adjust/repair control systems for proper operation. oWork from building plans, blueprints, engineering drawings and HVAC O&M manuals to plan and layout the routing, sizing and capacity of HVAC systems. oDirect Digital Control (DDC) - HVAC control equipment, Water Detection System, Energy and Building Management (Siemens, Alerton, and Andover DDC Control Systems). oPerform air and water balance of systems. oInstall laboratory services, to include compressed air (15# and 100#), vacuum, natural gas, nitrogen gas, hot and cold water, potable water, laboratory waste, chilled water and pure water systems. oInstall safety showers, eye wash stations and mixing valves to provide tempered water. oInsulate HVAC and water lines. oModify/repair fire sprinkler systems. oInstall fume hoods/canopy hoods and localized (Elephant Exhaust) systems. oAll work must be performed in accordance with industry, NIST and OSHA standards, SMACNA, ASHRAE and NEBB Standards. All lock out/tag out procedures must always be followed. Interested, capable roofing contractors shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: 1.Offeror's name, address, points of contact with telephone numbers and email addresses. 2.Business information to include DUNS Number, type/size of company, NAICS code, and Social Economic status (SB SDB, WOSB, HUBZone, VOSB or SDVOSB) as validated via the System for Award Management (SAM) at https://www.sam.gov. 3.Technical discussion of the Contractor's ability to perform the type of services described above. Responses are requested with the following information, which shall not exceed a total of 10 pages. Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award an IDIQ contract.
