- Word version of RFI •1. NOTICE: This is not a solicitation but rather a Request for Information (RFI). The USAF solicits responses to this RFI, as defined in FAR 15.201(e), to obtain technical information, price, delivery, and other market information or capabilities for planning purposes for the Quick-turn Threat Capability (QTC) program. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. All information submitted in response to this announcement is voluntary and no information will be returned. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Any information obtained will be considered market research and may be used as a general concept, however any specific information will be treated as proprietary information, if so marked. •1.1. The purpose of this RFI is to conduct market research to determine if responsible sources exist and to identify potential solutions that may be available to the Government. •1.2. All potential bidders wanting access to the restricted files in the attached bidder's library must request access. To obtain access, a potential bidder must be a qualified U.S. contractor with a legitimate business purpose. A qualified U.S. contractor is one that has an approved DD Form 2345 on file with the U.S./Canada Joint Certification Office. The potential bidder requesting access must provide a copy of their current approved DD Form 2345. •2. BACKGROUND: On 17 September 2018, Secretary of Defense Mattis directed the Air Force and Navy to get mission capable rates for F-35s, F-16s, F-22s, and F-18s to 80 percent by the end of Fiscal Year 2019. To meet that goal, Combat Air Forces (CAF) needs to train against dense advanced Surface-to-Air Missile (SAM) threats as soon as possible. The Range Systems Branch at Hill Air Force Base requests information from industry related to providing training for F-35 aircraft until the Advanced Radar Threat System (ARTS) Family of Systems begin to field in sufficient numbers. A Statement of Objectives (SOO) is attached to this request. •2.1. Additional information includes: •a. Delivery of system capability by 30 September 2019 (i.e. single emitter). •b. System to be simulated is listed in SOO. •c. It is anticipated this effort has the potential to result in multiple contract awards. •d. The government is considering funding serial tasks to get to capability delivery (e.g. incremental tasks). •e. Selection is likely based on quick fielding of an emitter with basic capability as outlined in the SOO Threshold requirements. Meeting objective requirements is desired if they can be provided within the required schedule and reasonable cost. •f. All potential solutions will be considered including, but not limited to, retrofitting existing USAF training emitters, delivery/use of contractor designs, use of other DoD service equipment, use of a service contract for capability delivery, etc. •3. INDUSTRY RESPONSE: All information submitted shall be Unclassified. No classified data will be distributed as part of this RFI. Information submitted containing proprietary data should have the cover page and each page containing proprietary data clearly marked as containing proprietary data. Information submitted will be retained at AFLCMC/HBZC and will not be returned. The Government requests the information be submitted, in electronic format, to Sean Jones no later than 7 November 2018. Response shall be no more than 10 pages addressing the content of the draft SOO and the questions below. •3.1. The Government requests interested parties provide the following information: •a. Company Name and Commercial and Government Entity (CAGE) code. •b. Name, phone number, and email address for a point of contact(s). •c. The applicable North American Industry Classification system (NAICS) code for this acquisition is 334511: Based on this NAICS code what is your size status?  Small Business  Small Disadvantaged  Women-Owned  Veteran-Owned  Service Disabled Veteran Owned  Hub-zone  Large Business •d. If your company believes a different NAICS code is more appropriate, please list with explanation. •e. Are you currently registered in System for Award Management and Wide Area Workflow? •f. What quality control measures do you currently have in place (ISO 9000, 9001, AS9100, National Aerospace and Defense Contractors Accreditation Program (NADCAP))? •g. What contract avenues are already in place to reach your company on this type effort (i.e. exiting contract, GSA schedule, IDIQ, OTA, etc.)? •h. What is your company's experience with Other Transaction Authority (OTA) (ref 10 USC 2371b) and any involvement in consortiums? Identify any, if applicable. •i. How much time is needed to prepare and submit a proposal based on the provided system performance specification? •j. What technical solution(s) would you propose to meet all threshold requirements? What threshold requirements drive limitations to the proposed solution(s) that would otherwise meet most or all other requirements? Explain why. •k. If a solution meeting all threshold requirements is not available within the required timeline, what set of reduced requirements could be met within that timeline? •l. Is there a commercial product that could meet the system requirements with modification, if so, describe the level of modification in general terms (i.e. low, moderate or extensive)? •m. What is your recommendation for the fastest fielding of a training capability? •n. Is capability delivery by 30 Sept 2019 possible? If not, what are the main issues that would cause failure? What would be required on contractor side to meet this schedule? What would be required on the government's side to meet this schedule? •o. What are the long lead items required for your proposed solution(s) and how long is the lead? •p. Provide a Rough Order of Magnitude (or equivalent budgetary estimate). •q. Discuss any specific concerns you may have with our SOO. Please identify the page and paragraph when discussing specific concerns. •r. Address any other technical or programmatic areas of concern or interest. •4.
