Description
Notice of Intent to Sole Source NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk Office, using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis with Rapp Marine, located at 2260 W Commodore Way, Seattle, WA, 98199, for a firm-fixed price contract for upgrades to their proprietary Pentagon Fisheries and Research Computer System installed on the NOAA Ship HENRY B. BIGELOW. The Pentagon Fisheries and Research Computer System was originally built by Rapp Marine. The system operates Rapp Marine trawl winches, net sounder winch, hydrographic winches and the traction winch. In order for the winches to function properly the computerized system software must be designed to correctly operate each winch. The system’s components are no longer supportable and need to be upgraded to ensure the systems work properly for all future surveys that the ship performs. This is an American Bureau of Shipping (ABS) approved system. The system was designed, reviewed, inspected, and tested to ensure safe and efficient operation. The Pentagon Fisheries and Research Computer System controls the trawl winches in auto-trawl mode. With the auto-trawl system functioning in tension based mode, the trawl winches automatically equalize port and starboard warp tension by hauling in or paying out wire to equalize system pressure in the hydraulic motors of each winch. Port and starboard tensions are then calculated from system pressure. As a secondary measure of tension, and verification of winch tension, 10 tons (20 tons max) shear pin load cells are installed on the vessel’s turning blocks. Failure to maintain this complex system could lead to mission failure, the loss of life or limb, and the total loss of the vessel. In order to maintain functionality of this system NOAA is looking for the OEM to provide required upgrades. The North American Industry Classification Code (NAICS) for this acquisition is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a business size standard of $7.5 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on November 6, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
