Sources Sought Bidder Information Form Update as of 31 October 2018 After reevaluation it was determined that the NAICS Code should be revised to 237310 - Highway. Street and Bridge Construction. Source Sought is being reopen. Everyone that has responded to the earlier sources sought are required to respond again to this sources sought for Market Research purposes. ******************************************************* THIS SOURCES SOUGHT NOTICE IS POSTED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THE SOLICITATION, SPECIFICATIONS, AND DRAWINGS ARE NOT AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify qualified and experienced construction firms that are interested in and capable of performing the work described herein. This notice is posted as a market research tool only. The Government will utilize this information in determining an acquisition strategy for a potential future acquisition. This Sources Sought Notice is for firms with a North American Industry Classification System (NAICS) Code 237310 - Highway, Street and Bridge Construction. Project Description: The U.S. Army Corps of Engineers (USACE), Norfolk District is seeking qualified and experienced firms capable of constructing a new 5-lane bascule bridge over the Atlantic Intracoastal Waterway (AIWW) at Deep Creek in Chesapeake, Virginia. The project includes a 5-lane dual-leaf bascule bridge with a sidewalk on the south side, approach slabs, abutments, supporting piers, piles, pile caps, bulkheads, fender system, mechanical and electrical systems, lighting, emergency power generation, controls, radio, signage on the bridge, operator's control house with HVAC, lighting, toilet, and parking. The project also includes road work such as grading, paving, drainage, curb, gutter, traffic signals, pavement markings, and new intersection. The new bascule bridge will provide a total 66-foot roadway width for 5 traffic lanes, a 5-foot pedestrian walkway on the south side and space for a 5-foot future pedestrian walkway on the north side. The 5 traffic lanes will be carried on two leafs. Three westbound lanes will approach the north leaf and two eastbound lanes will approach the south leaf. The horizontal clearance between the fenders will be 60 feet for marine traffic, with unlimited vertical clearance above the channel for the full 60-foot width when the bridge is in the open position. In the closed position, the minimum vertical clearance above the normal water elevation will be 4 feet. The 5-foot sidewalk on the north leaf will be constructed at some future date by others. The Government anticipates issuing a firm-fixed-price construction contract. The Disclosure of the magnitude of this construction project is between $25,000,000 and $100,000,000. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Please provide the following documents to Jonathan Parrish, the Contract Specialist at jonathan.l.parrish@usace.army.mil : 1) Provide a copy of the attach form called "Sources sought Bidder Information" This form is used to track the company name, address, phone number, point-of-contact, cage code and DUNS number. The government uses this information to verify your business status as a qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Women-Owned Small Business (WOSB). Failure to provide this form will be indication of not interested in participating in market research. 2) Description of Experience: Provide a description of your firm's past experiences on construction of bascule type movable bridge projects, similar in scope to the work outlined above for projects completed within the last ten (10) years of the date of this notice. The projects should be similar in size, scope, and dollar value. This experience shall include construction of deep pile foundations for such bridges; fabrications of bridge components; erection of movable steel spans and of approach spans; installation, adjustment, testing, and commissioning of the bridge's operating machinery; and installation, systems integration, testing, and commissioning of the bridge's machinery control system. Additionally, contractors shall provide documentation of experiences in construction phasing activities to address safety and operation, construction over a navigable channel while maintaining navigation traffic, and maintaining vehicular road traffic through all phases of construction. Failure to provide examples will be indication of not interested in participating in market research. 3) Please provide no more than a one page write up on Firm's level of interest in bidding on this solicitation when it is issued. Failure to provide the write up will be indication of not interested in participating in market research. 4) Please provide no more than a one page write up on Firm's ability to manage multiple subcontractors. Failure to provide the write up will be indication of not interested in participating in market research. 5) Please provide a one page write up on major risks you anticipate to completing this job in a timely fashion and how your firm would overcome these risks. This is optional and not required for market research; however, it is highly encourage. Interested firms shall respond to this Sources Sought Notice on or before Monday, 12 November 2018 at 10:00am EST. The Government anticipates issuing the solicitation on or about June 2019 with an estimated proposal due date of August 2019. The construction period of performance is anticipated to be approximately 1,095 days. NOTE: The Government reviews System of Award Management (SAM) on all contractors that respond to Sources sought. All contractors must be registered in SAM at time of contract award. Please go to SAM and ensure your profile is up-to-date: https://www.sam.gov/portal/public/SAM. It is, also, highly encourage that contractors update their SBA Profile, as well, with their current information. NOTE: In order to maintain total objectivity in the Market Research, phone calls and e-mails to discuss this announcement are discouraged unless absolutely necessary. If a question is presented to the Contracting Officer, Dianne Grimes, it will be at the Contracting Officer's discretion to respond. Personal visits for the purpose of discussing this announcement will not be scheduled.
