Description
THIS IS A PRESOLICITATION NOTICE 161-18-SOL-000XX. The requirement is a 100% Small Business set-aside solicitation that is intended to be issued on or about 19 November 2018 and shall remain open for approximately 30 days. The Indian Health Service area for this requirement is within the Northern District of the Nashville Area of the Indian Health Service, Sanitation Facilities Construction Branch, Office of Environmental Health and Engineering. Specifically, surveying work is required for the Tuscarora and Seneca Indian Nations, Allegany, Cattaraugus, Chautaugua, Genesee, Erie, and Niagara Counties, New York. Additionally, the requirement itself includes the services of Surveying and Technical Support Services (i.e., drafting services to support engineering design work) within the Northern District, Manlius Field Office, of the Nashville Area. It requires the Contractor to furnish the following items: all necessary costs associated with hired labor: wages, benefits, supplies, materials, equipment (and the constant need to update them), transportation, travel, etc., as well as follow applicable local and Tribal regulations. Additionally, said Engineering Technician Services for the Manlius Field Office are in need for the following areas of expertise: 1) drafting support using AutoCAD Civil 3D, 2) inspection support, 3) surveying support, and 4) site evaluation support. The intent of this project is to award a firm fixed priced service type contract pertaining to this requirement. The type of work performed will be of a services type contract in nature labeled as Surveying and Technician Support Services. The applicable NAICS codes are 541370, Surveying and Mapping (except Geophysical) Services and 541340, Drafting Services. Subsector 54 - Professional, Scientific and Technical Services, having a size standard of $15 million. The resulting contract will be evaluated using Lowest Price Technically Acceptable in accordance with FAR Part 15. This service type contract is intended to be a base plus potential of four (4) one-year options. Resultant of multiple award, minimum one, but no more than two contracts awarded. Interested parties shall be required to be registered and certified in the System for Award Management (SAM). Registration may be accomplished at https://www.sam.gov. The solicitation documents, to include statement of work, applicable Service Contract Act WD's for multiple counties/hyperlinks, etc., will be issued on or about 19 Novemeber 2018 and will be posted on the Federal Business Opportunities website. This date is subject to change. Hard copy documents will NOT be available - all documents for proposal purposes will be posted at the www.fbo.gov website for download by interested parties. Proposals will be due approximately 30 days after issuance of solicitation. This notice is for informational purposes only and is NOT a request for submission of offers. No other information is available until issuance of the solicitation itself. No bidder list is maintained. All potential bidders should register with Federal Business Opportunities if interested in this forthcoming acquisition. The official SAM website is located at https://www.sam.gov. Contractors are encouraged to complete SAM registration as soon as possible; the government may not delay award for the purpose of allowing a contractor additional time to register in SAM.
