- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This notice is a market research tool used for planning purposes only to determine the availability and capability of small business sources prior to issuance of an RFP. The US Army Corps of Engineers (USACE), Walla Walla, Washington, District is seeking to identify small business firms capable of providing this requirement. For this requirement the successful offeror shall manufacture rubber mold type seals, compounded of natural rubber, synthetic polyisoprene, or a blend of both, and shall contain reinforcing carbon black, zinc oxide, accelerators, antioxidants, vulcanizing agents, and plasticizers. A material certification shall be provided with the shipment. Deliver intake gate seals at the following project locations within the USACE's Walla Walla district: Little Goose Dam, Dayton, WA; Lower Granite Dam, Pomeroy, WA; and Lower Monumental Dam, Kahlotus, WA Rubber J seals shape and size shall be as indicated on the contract drawings once issued. Finished lengths up to 47 foot long. Physical characteristics of the seals shall meet the following requirements: • Tensile Strength 2,500 psi (min.) ASTM D 412 • Elongation at Break 450% (min.) ASTM D 412 Flat seals shall be 1/8 inch thick by 4 inches wide material and factory spliced providing one continuous length. Material shall be nominal 60 Durometer Neoprene and meet the requirements set forth in Navy Specification HH-G-156E Type II for general purpose rubber gaskets and packings. 0% Modulus 900 psi (min.) ASTM D 412. All interested and capable contractors are encouraged to respond, including large businesses. Respondents will not be notified of the results of the sources sought evaluation. One of the main functions of this sources sought notice is to assist the Contracting Officer in determining whether an 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Certified HUBZone Small Business, Woman-Owned Small Businesses (WOSB) or Small Business set-aside is an acceptable strategy for this procurement. If a full and open competition is ultimately pursued, responses to this synopsis may be used to aid in establishing realistic, achievable small business subcontracting goals. The North American Industry Classification System (NAICS) code for this project will be 326291 and the associated small business size standard is 750 employees. SUBMITTAL REQUIREMENTS Firms interested in this requirement should submit a statement of interest and capabilities that is no more than 5 pages in length, single-spaced, 12-point font minimum demonstrating ability to perform the requested requirement and, if applicable, interest and capabilities in performing the associated Sources Sought W912EF-19-R-SS12 and W912EF-19-R-SS13 the Intake Gate Refurbishment effort. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform the defined work. The Government is not responsible for any costs incurred by the contractor in response to this sources sought. The documentation shall address, as a minimum, the following: (1) STATEMENT OF INTEREST (a) Confirm that your company is interested and intends to submit a quote / bid / proposal when a solicitation is issued. (2) COMPANY PROFILE (a) Company name and address (b) Point of contact at the company including name, title, telephone number, fax number and e-mail addresses (c) Small Business designation/status if applicable, such as 8(a), HUBZone, SDVOSB, WOSB, SDB (d) DUNS number (e) CAGE code.
