Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The Intramural Research Program (IRP) in the NIA is comprised of nine scientific laboratories, the Translational Gerontology Branch, and ten core facilities. The research program has three main focus areas: Neuroscience, Aging Biology and Translational Gerontology. IRP scientists conduct research in many different disciplines that range from basic science to clinical research and epidemiology. Medical problems, which typically affect older persons, are studied in depth using the tools of modern laboratory and clinical research, with a translational perspective. The central focus of our research is understanding age-related changes in physiology and the ability to adapt to environmental stress. This understanding is then applied to developing insight about the pathophysiology of age-related diseases. The program seeks to understand the changes associated with healthy aging and to define the criteria for evaluating when changes should be considered pathologic and require treatment. Thus, in addition to studying common age-related diseases, such as Alzheimer's Disease, Parkinson's Disease, stroke, atherosclerosis, osteoarthritis, diabetes and cancer, we also explore the determinants of healthy aging as possible targets for interventions aimed at improving health and quality of life in the older population at large. The NIA/IRP operates the BLSA, America's longest-running scientific study of human aging which began in 1958. The focus of the study is to characterize how an individual ages across the adult life span and individuals have been continually recruited for participation since its initiation. The study measures and interprets data in a number of health subjects, including cardiovascular health. Purpose and Objectives: The purpose of this requirement is to acquire the consulting support services of an expert in clinical cardiovascular research to assist with coding, interpretation, and quality control of scientific data on cardiovascular diseases generated by the clinical research program of the National Institute on Aging (NIA) for the Baltimore Longitudinal Study of Aging (BLSA). Project requirements: General Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government. Specific Requirements: The contractor shall provide the following cardiovascular consulting support services: 1. Provide coding, interpretation, data management, and quality control of resting electrocardiograms using the BLSA-modified Minnesota Coding System. Data and results shall be recorded using the NIA electronic reporting system. 2. Provide coding, interpretation, data management, and quality control of echocardiographs. Data and results shall be recorded in the Intellispace Cardiovascular reporting system owned and used by the NIA. 3. Provide coding, interpretation, data management, and quality control of carotid artery intimal medial thickness measurements. 4. Provide coding, interpretation, data management, and quality control of Pulse Wave Velocity measurements. 5. Provide coding, interpretation, data management, and quality control of treadmill stress testing results using the BLSA-modified Minnesota coding system for ischemia, arrhythmia, and relevant electrocardiographic abnormalities using the NIA electronic reporting system. 6. Provide coding, interpretation, data management, and quality control for ambulatory Holter reports and ensure that data is efficiently imported into the BLSA study database. 7. Assist in oversight of the management and function of the NIA electronic cardiovascular test reporting system in cooperation with the NIA Information Technology department. 8. Provide weekly written progress reports to the Contracting Officer's Representative which describe all work completed during the specified period and present all work to be accomplished during the subsequent period. Reports shall identify any difficulties that arose in the performance of the required tasks during the specified period as well as how difficulties were resolved. Should any difficulties not have been resolved, the report shall provide an explanation and plans for full resolution. Key Personnel Qualifications: The contractor employee providing service shall be considered key personnel. The contractor employee must meet the following key personnel requirements: • Must be a licensed medical doctor with at least five (5) years of experience in cardiovascular research efforts. • Must have at least five (5) years of experience in the preparation of longitudinal research study data into SAS databases suitable for analysis by mixed model based approaches. • Must hold malpractice insurance which provides coverage through the base period of performance. Documentation of malpractice insurance coverage shall be required for all optional periods of performance, if exercised, as well. Anticipated period of performance: It is anticipated that the period of performance will be from December 4, 2018-December 3, 2019, with option for one (1) additional 12-month period. Other important considerations: The Government is expected to use procedures in FAR Part 13, Simplified Acquisition Procedures Capability statement /information sought: a. Capability Statement - Respondents to this notice must provide, as part of their response, a capability statement to include the following: (1) information regarding the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to independently perform all of the work as described above; (c) prior completed projects of a similar size and scope; (d) corporate experience and management capability; and, (e) examples of prior completed Government contracts, references, and other related information: (2) respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.) pursuant to the applicable NAICS code; (3) other resources available to perform this work (e.g. industry security clearance, etc.) and, (4) any other information that may be helpful in developing or finalizing the acquisition requirement. b. Information Submission Instructions - Respondents should provide responses accordingly: (1) submit information electronically via email. No telephone, hard copy, or facsimile responses will be accepted; (2) format capability statements using Microsoft Word or Adobe PDF including attachments, resumes, charts, etc. Use single space, 12 point font minimum and 8 1/2 x 11 page size; (3) organize material in such a manner that clearly identifies and addresses capability requirements and provide an executive summary; (4) capability statement should not exceed ten (10) single sided pages including references; (6) responses should be received no later than November 16, 2018 at 4:00 PM EDT; (7) include respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; and (8) send responses to this notice via email to eric.mckay@nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a presolicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
