- Diagrams of Bluestone Dam This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. This notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. No solicitation or technical scope of services is available at this time. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. This announcement is to gain knowledge of potential qualified small and large business sources for Phase 5 Construction of the Bluestone Dam Safety Assurance Project. Bluestone Dam is located in Summers County just upstream of Hinton, West Virginia on the New River, which becomes the Kanawha River and helps manage a 4,600 square mile drainage basin. The physical features consist of a straight concrete gravity structure, with 55 independent monoliths comprised of a right and left abutments, a non-overflow section, an auxiliary penstock spillway, an assembly bay, and a primary spillway with 21 crest gates and 16 sluices. The purpose of the dam is to reduce flood risks along the New, Kanawha, and Ohio Rivers within West Virginia. These are heavily populated river valleys in the state of West Virginia and encompass the state capitol of Charleston, major manufacturing and chemical industries, with a population at risk (PAR) of approximately 165,000 for a breach from the inflow design flood (IDF). Phase 5 involves various features and risk management measures formulated to ensure stability of the main stilling basin and the dam during extreme flood events. Under Phase 5, the modified stilling basin would be constructed in two (2) halves to allow flows to continue thru half of the primary spillway. Refer to attached diagrams. The following is in the scope of Phase 5: •Dewatering, including cofferdam construction, installation of dewatering wells and sumps, and possibly grouting. •Rock and overburden excavation of up to 200,000 cubic yards and construction of a protective concrete apron overlay and underdrain system for the approximately 180 feet of natural riverbed in the first stage stilling basin between the dam and the existing stilling weir. •Demolition of the existing first stage baffle blocks and construction of new, larger, supercavitating baffle blocks. •Installation of anchors in both the existing and new concrete slabs (apron) and other basin features to stabilize against uplift pressures in the foundation created by underseepage from the reservoir and for overall stability. •Anchoring of the second stage stilling basin to ensure stability and satisfactory performance. •Construction of a permanent divider wall to bisect stilling basin with a new gallery plumbed to the underdrains in the apron. •Construction of a diversion measure that would provide water downstream of the cofferdam during construction. •Installation of approximately 48 anchors in various locations in the main dam, with some requiring special access. •Tunneling between an existing inspection gallery and the gallery located in the new divider wall. Both small AND large businesses will be considered for this SOURCES SOUGHT. The Government must ensure there is adequate competition among the potential pool of available contractors. The North American Industrial Classification System Code (NAICS) is 237990, which has a size standard of $36.5 million in average annual receipts. The following requests are designed to apprise the US Army Corps of Engineers, Huntington District, of any prospective business's capabilities. Please provide your response to the following. The submission is limited to 40 total pages (40 one sided, or 20 double sided pages). 1) Offeror's name, address(es), point of contact, phone number, and e-mail address. 2) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years based on the below criteria. a.Specialized Experience and Technical Competence: Describe your firms' specialized experience in large civil works construction with respect to: i.Managing complex construction projects; ii.Riverine construction - work in, above, and around flowing water; cofferdam construction (cellular, earthen, or other); dewatering and maintenance of seepage in construction area below surrounding water level; iii.Foundations - rock excavation; foundation preparation; processing excavated rock; iv.Concrete - concrete demolition; tunneling through mass concrete; mass and reinforced structural concrete placement; concrete batch plant operation; concrete conveyance in, above, or around flowing water; v.Anchors - directional drilling to tolerances as tight as 1:150; installation of high capacity strand anchors; vi.Other miscellaneous construction - instrumentation installation and monitoring; embankment and road construction; building construction; large pipeline welding and fabrication; placement of stone slope protection; secant pile wall installation; and installation and relocation of utilities. b.Professional Qualifications: Describe the professional qualifications of your firm. Provide the number and qualifications of registered professional personnel in the following key disciplines, including years of actual specialty experience: i.Site Safety and Health Officer - training, experience, and qualifications shall be as required by EM 385-1-1 paragraph 01.A.17 and all associated sub-paragraphs; five (5) years of construction industry safety experience and be a Certified Safety Professional (CSP); ii.Contractor Quality Control Personnel 1.CQC System Manager - an experienced construction engineer with a minimum of five (5) years' experience in related work and shall have legal registration as a Professional Engineer. In the case of a joint venture or teaming arrangement, each partner shall meet the requirement for five years' experience; 2.Civil - Graduate Civil Engineer with 2 years' experience in the type of work being performed on this project or technician with 5 years' related experience; 3.Geotechnical - Graduate Civil Engineer with at least 5 years' experience in the field of geotechnical engineering. Specific experience relative to construction of engineered fills, interpretation of instrumentation data, and difficult foundation conditions is required; 4.Mechanical - Graduate Mechanical Engineer with 2 years' experience or person with 5 years' related experience; 5.Electrical - Graduate Electrical Engineer with 2 years' related experience or person with 5 years' related experience; 6.Structural - Graduate Structural Engineer with 2 years' experience or person with 5 years' related experience; 7.Concrete, Pavements, and Soils - Materials Technician with 2 years' experience for the appropriate area; 8.Anchor Installation, Grouting, Drilling, and Testing - Anchor Technician with 5 years' experience with all the facets of installing multi-strand anchors; c.Past Performance: Describe your firms' performance during the past 5-10 years on similar contracts with respect to cost control, quality of work, ability to work independently and compliance with performance schedules as determined from Past Performance Information Retrieval System (PPIRS) and other sources. d.Quality Management System: Describe your firms' Quality Management System to include quality control procedures, quality assurance procedures with any subcontracts, and procedures for continual improvement and ensuring customer satisfaction. State any experience with the Resident Management System (RMS). e.Capacity: The Estimated Order of Magnitude of this Procurement is between $100,000,000.00 and $250,000,000.00. Describe your firms' capacity to get bonding over a ten-year period to accomplish the anticipated work in an efficient manner. The Government is seeking short statements regarding the company's ability to demonstrate existing expertise and experience in relation to the areas specified herein. Commercial brochures or existing marketing materials may be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This posting is for information and planning purposes only and shall not be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition. Offers that do not meet all requirements outlined in this SOURCES SOUGHT or submit within the allotted time will not be considered.
