Description
The U.S. Army Contracting Command, New Jersey, in support of U.S. Army Armament Research, Development and Engineering Center (ARDEC), RDAR-WSW-A Picatinny Arsenal, NJ is currently seeking sources for Advanced Rotorcraft Armament & Protection System (ARAPS). This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this Sources Sought. In preparation for a possible future procurement, ACC-NJ is performing this Sources Sought to explore a breakout strategy for this requirement. RDAR-WSW-A is interested in exploring the market capability to support this effort and determine if a competitive environment exists. The Statement of Objectives identified under this Sources Sought is as follows: STATEMENT OF OBJECTIVES: RDAR-WSW-A objective is to acquire information on 30x113mm medium caliber armament systems applicable to aviation, ground, and air-defense platforms that would enter service in the 2030 timeframe with an estimated service life of 50 years. This Sources Sought seeks to inform the Government of existing and promising 30x113mm caliber armament systems, subsystems, and technologies that could be made available for application (TRL 6+) within the next 5 to 10 years. RDAR-WSW-A is supporting the Army's modernization efforts with the establishment of the Army Future Command (AFC) and its six different priorities in the Cross Functional Teams (CFTs) by requesting the information proposed in this Sources Sought. Topics of interest include, but are not limited to the following subsystem categories: 30x113mm Weapon Subsystem: • Maturity Level • Effective range • Open or closed bolt design? • Operation Type (i.e. Gas, recoil, electric, etc.) • Power requirements • Cooling type (i.e. passive/active cooling, air cooled, liquid cooled) • Mass of each configuration • Center of gravity (CG) data for each configuration • Recoil Force with brief overview of test configuration (i.e. test stand type, orientation, mounting location, location of measured recoil) • Recoiling Mass • Single shot and burst fire accuracy/dispersion data with brief test overview (i.e. test stand and air vehicle data if available) • Firing rate/frequency • Rounds per burst • Maximum burst length capability • Overall dimensions • Intended firing cadence (Frequency of bursts, number of bursts and burst length) • Service life of weapon and major sub-components (estimated or empirical if available) • Production costs (estimated or empirical if available) • Other unlisted characteristics of interest Ammunition Subsystem • Maturity Level • Characteristics of the cartridge and type • Capability for different round types such as lethal and non-lethal • Type of Link (if applicable) • Muzzle energy (ammunition impulse) • Powering requirements (i.e. passive, AC/DC / wattage / voltage, etc.) • Other unlisted characteristics of interest Mount Subsystem • Maturity Level • Dimension(s), weight(s), and CG location(s) • Removable, movable, and/or fixed configuration • Recoil reducing performance • Service life (estimated or empirical data) • Powering requirements (passive system, AC/DC / wattage / voltage, etc.) • Other unlisted characteristics of interest Ammunition Handling Subsystem • Maturity Level • Linkless ammunition feed data acquired such as flexibility, performance, resistance to impulse loads and/or resistance to sustained loading conditions • Concept of operation for linkless ammunition handling • Size, Weight and Power of any currently fielded systems utilizing similar technology • Powering requirements (passive system, AC/DC / wattage / voltage, etc.) • Other unlisted characteristics of interest Unlisted or Conceptual Subsystem • Maturity Level • Details about the nontraditional technologies and how it could be applied • Innovated concepts and how it could be applied • Other unlisted characteristics of interest Machine guns and cannons for the Army must function as an integrated whole and allow rapid reconfiguration in the field. They must also be affordable in acquisition, operation, and sustainment, as well as in upgrade / technology refresh throughout the entire life cycle of the platform. The applicable NAICS code for this requirement is 332993 with a Small Business Size Standard of 1,500 employees. The Product Service Code is 1315. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS: Interested parties shall submit a brief capability statement, demonstrating how they are capable of performing this requirement. Standard corporate brochures are not desired. The capability statement should include the following: company name, address, telephone number, email address, technical point of contract, DUNS number, Cage Code and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), and Technical description of ability to meet the requirement. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Kelly Lynch, in either Microsoft Word or Portable Document Format (PDF), via email to kelly.a.lynch21.civ@mail.mil no later than 4:00 p.m. Eastern Standard Time on 30 November 2018 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. This Sources Sought is for information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. If a formal solicitation is generated at a later date, a Request for Proposal (RFP) will be published. If a RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these websites for additional information pertaining to this requirement. The Government is not obligated to notify respondents of the results of this survey. All information submitted will be held in a confidential status. Information provided will not be returned.
