Description
This announcement constitutes a Sources Sought Synopsis required by DFARS PGI 206.302-1(d) for information and planning purposes to identify the availability of potential sources capable of providing the Military Operations Support Services for the Office of the Chief of Naval Operations, OPNAV N81, Assessment Division with operations analysis. Currently, the requirement is satisfied through contract #N00189-14-C-Z006, which was awarded to Military Operations Research Society, Inc. (MORS) on 13 January 2014 as a Cost Plus No Fee type contract, as the vendor is a non-profit. The determination of contract type for the follow-on acquisition will be made after consideration of all responses received to this sources sought. Award of the resultant contract is anticipated in January 2019. The applicable NAICS code and size standard are 813920 (Professional Associations) and 15.0 millions of dollars, respectively. It is the Navy ™s intention to solicit on a sole source basis for the Military Operations Support Services. All potential vendors must be able to provide the following minimum service tasks: An Annual Symposium with 800-1000 attendees Classified and Unclassified Special Meetings and Workshops held throughout the year An Annual Education and Professional Development Colloquium for students and young analysts Tutorials, Continuing Education Units (CEU) and Certificate Courses offered throughout the year Professional Development Communities organized around the Symposium Working Groups, specialized Communities of Practice and geographic Chapters Quarterly magazine of National Security Analysis The MOR Journal A professional library of books, texts, reports and republished historical manuals on the art and science of Operations Research Prospective offerors possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements attached hereto are invited to respond to this market research survey/sources sought synopsis via the submission of an executive summary, no more than five (5) pages in length. The submission should include the following information and should reference the solicitation # of N001892019016: 1. Company name, address, point of contact name, phone number, fax number and email address. 2. Contractor and Government Entity (CAGE) Code. 3. Size of business - Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-owned, Veteran-Owned, and/or Service Disabled Veteran-owned. 4. If the items/services can be solicited from a GSA schedule, provide the GSA contract number. 5. If the items/services can be solicited from a Seaport-e MAC, provide the Seaport-e contract number. 6. Capability statement displaying the contractors ability to provide above required supply in support of Assessment Division, Officer of the Chief of Naval Operations at OPNAV N81.
