- Brand Name JFOC FAC 99 Clauses The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations / Marine Operations Center in need of Raft Inspection and re-certification services for 11 Winslow Life Rafts for the NOAA Aircraft Operations Center in Lakeland, Florida. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (Solicitation number NMAN6000-19-00141 is issued as a request for quotation (RFQ). Objectives: The contractor shall provide all personnel, labor, materials, equipment, 3 year inspection, testing, maintenance, repair, upgrades, repack, FAA Authorized Release Certificate, Airworthiness Approval Tag, FAA Form 8130-3 and Winslow Life Raft Company Aviation Serial Service Validation Certificate next due date sticker on the life rafts. All work shall be completed by authorized Winslow technicians. The vendor shall provide a pricelist for replacement items with their base bid. Additional cost for replacement parts and repair work Delivery of rafts will Occur according to the inspection due dates listed below. Contractor shall inspect 11 Winslow Life Rafts Period of P erformance February 2019 through December 2019: Model: 4/0 LEEP, S/N: 40LEEP-00123, Due inspection: April 2019 Model: 6/9 FA-AV(SL), S/N: 11392, Due inspection: Nov 2019 Model: 9/13FSLU, S/N: 9SUL-00105, Due inspection: June 2019 Model: 9/13 FA-AV(SL), S/N: 11254, Due inspection: June 2019 Model: 9/13 FA-AV, S/N: 11623, Due inspection: June 2019 Model: 9/13 FA-AV, S/N: 11624, Due inspection: June 2019 Model: 9/13 FA-AV(UL), S/N: 11214, Due inspection: April 2019 Model: 13/20 FA-AV, S/N: 11215, Due inspection: April 2019 Model: 13/20 FA-AV, S/N: 11216, Due inspection: April 2019 Model: 13/20 FA-AV, S/N: 11255, Due inspection: April 2019 Model: 13/20 FA-AV, S/N: 11256, Due inspection: April 2019 (vii) Date(s) and place(s) of delivery and acceptance and FOB point. Pick-up of life rafts for inspection shall occur after date of award and return of life rafts after inspection is complete. If not in the local area quotes must include the price of shipping and delivery. Pick-Up and Delivery location is: NOAA AOC (Aircraft Operations Center) 3450 Flightline Drive Lakeland, FL. 33811-2836 The contractor must possess a current FAA certification to inspect and certify all items, and be a Winslow authorized aviation service station. The contractor must demonstrate that it incorporates the latest technical data, has approved life raft packing fixtures, use factory trained technicians in the process of inspection and repacking of the life support equipment listed above. The contractor will check Winslow life raft's service file for any pertinent historical data. Have the capability and authorization to the Winslow Ultima Wrap Vacuum Seal Bag for 3 year protection inspection, and be authorized to install and inspect 406 MHz Emergency Locator Transmitter (ELT) with double antenna and automatic activation. Provide Service Bulletins affecting the noted equipment. Contractor will possess capability and be authorized to inspect, repair, test and re-certify the PUR Survivor 06 Manual Reverse Osmosis Desalinator water maker unit, possess authorization and capability to inspect Survival Equipment Pack, food, water, batteries, pyrotechnics and first aid supplies for expiration dates, leakage, damaged and function, inspect, replaced, rebuilt, re-charged and hydrostatically test Firing Head, Cylinder Head and aluminum cylinder and install, band and inspect Winslow life raft hard pack canisters. The contractor must have fast turn-around time per life raft after drop off at the contractor's facility by estimated 5-10 business days for completion. On the initial inspection quote provide all labor, travel costs, shipping costs, transportation (pick up and return), and tools necessary to accomplish this specification requirment. The only work covered under the base contract is an initial inspection of the life raft. All work above and beyond an initial inspection MUST be accompanied by a written request along with a conditiong found report submitted to for approval from the contracting officer. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. Capacity to Meet Period of Performance Price Past Performance Technical and past performance, when combined, are of more importance than price. You must provide your compaines DUNs # on the Quote and have an active regristration in SAMs prior to quoting. NET 30 Terms are the only payment terms accepted by the government.
