Description
Design Build, full renovation of Building 87017 to convert dining facility into admin facility. PROJECT SYNOPSIS: Design of full renovation of building 87017 and conversion of space from dining facility to an admin facility. EXISTING CONDITIONS: The building has had one renovation. Floor tile has been replaced twice - now tented and delaminated. Fire sprinkler system has leaked - now either repaired or turned off. Under floor sewage flooding as occurred in the recent past - now believed to be repaired. Wet conditions in the crawlspace under the first floor has resulted in severe rust in the unprotected steel form deck. As a result, the floor slab was determined to be compromised. Renovation project to address this issue was first developed in FY12, but was put on hold before design began. PROJECT DESCRIPTION: Design shall adhere to Fort Hood specifications and requirements. Provide an RFP and design that addresses all major elements listed: •Major point of renovation is to convert this DFAC to a Battalion HQ. •Completely remove all hazardous materials including ACM, LBP, and Mold. An existing survey is provided, but COE needs to determine if an additional survey is required. •Replace all major utilities inside the 5' line of the building. •Replace HVAC to include upgrading the building envelope to meet current army mandates, UFCs, Energy Codes, etc. •Replace exterior doors and windows to meet energy standards and ATFP standards. •Replace power distribution systems and lighting throughout building to meet current army requirements. •Assess current condition of roof and replace, if necessary. •Repair/replace fire protection, fire alarm and mass notification systems IAW current UFCs. •Provide communications NIPR and SIPR throughout building IAW Fort Hood NEC design guide and I3A manual. Coordinate with NEC. •Address ABA accessibility issues throughout building. •Renovate interior to accommodate a functional floor plan for use as a BN HQ per end user's requirements TBD at charrette. Interior finish out BN HQ standard finish out. •Complete repairs/replacement of existing floorslab as required based on previous engineering studies. •Configure latrines per IBC fixture counts and also provide space for male and female showers and small changing/locker room. •Reconfigure/re-stripe parking lot parking spaces to comply with ABA, Force Protection and other Code Requirements. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on Statement of Work solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity, including the firm's capability to execute construction comparable work performed within the past five years. 4. Incorporate a brief description of the project, customer's name, timeline of performance, customer satisfaction and dollar value of the project - provide at least three examples. 5. Firm's Size: Large Business, Small Business category and business size, (Small Business, HUB Zone, SDVOSB, 8(a), or WOSB. 6. Firm's Joint Venture information if applicable - existing, including Mentor Protégés and teaming arrangement information is acceptable. 7. Firm's Bonding Capability (construction bonding level per contract and aggregate bonding level, both expressed in dollars, via letter from the bonding company).
