- THIS IS A SOURCES SOUGHT NOTICE THIS IS NOT A REQUEST FOR PROPOSAL. This notice is posted in accordance with FAR 5.2 and 36.213-2 Project: DeConcini USCH 1 st, 3 rd, and 6 th Floor TI Solicitation Number: 47PK0519R0002 US Courts Office requires construction services for tenant improvements on the 3rd and 6th floors of the Evo A DeConcini USCH, 405 W Congress St., Tucson, AZ 85701. The 6th floor is currently used as a large law library. This space is approximately 10,169 SF and will be converted into a courtroom, judge's chambers, small library, jury room, USMS holding cell, and adding an elevator stop. The 3rd Floor, approximately, 5,174 SF will be converted from court space into a new courtroom and judge's chambers. All work generating noise, dust or other disturbances must be performed after hours between 6PM and 6AM. The building is highly secure and will require all personnel onsite over 15 days obtain HSPD-12 security clearances. All tools and material entering the facility must be screened by security. The construction will be phased to allow for court operations to continue; therefore, coordination with GSA and tenant agencies is necessary. Contract type will be Firm-Fixed Price. Capabilities are sought from Small businesses, Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of determining if this requirement can be set-aside. Dollar magnitude for this project is between $1,000,000 and $5,000,000. The anticipated performance time is 480 calendar days which includes 60 days for access clearance, 360 anticipated construction period, and 60 days for close-out. The NAICS Code assigned to this acquisition is 236220 with a Size Standard of $36.5M. CAPABILITY STATEMENT CONTENT: 1 - Company name and DUNS 2 - Socio economic status (SB, 8(a), SDVOSB, WOSB, EDWOSB, or HUBZone) 3 - Evidence of recent (within the last five years) experience in work similar in type and scope to include: •- Experience with projects over 2000 SF of American Woodwork Institute Premium grade certified interior finish space. •- Experience with vertical conveyance work in a facility over two stories. •- Work in a courthouse •- Work in a secure detention space •- Work involving complex security, access, and CCTV systems •- Tenant Improvements in occupied facility requiring coordinated and phase construction. •- Work in a facility requiring after hours work only. 4- The above shall include: •- Contract number •- Project title •- Dollar value •- Contract performance period •- Percentage and description of work performed using company employees •- Customer point of contact information. 5 - Evidence of bonding capability between $1,000,000 - $5,000,000. All interested prime contractors are highly encouraged to submit a capability package to the GSA Point of Contact listed below, No Later Than 3:00 PM MST on November 29, 2018. NOTICES: - FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. NO AWARD WILL BE MADE UNDER THIS UNTIL FUNDS ARE AVAILABLE. - If this requirement is set-aside, FAR 52.219-14 Limitations on Subcontracting will apply. This clause requires that the concern perform at least 15 percent (15%) of the cost of the contract, not including the cost of materials, with its own employees. - If a solicitation is issued, interested parties will be required to provide relevant past performance experience as the prime general contractor on projects listed above to include at least one project involving hospital, courtroom, museum, or American Woodwork Institute Premium grade certified interior finishes. - THIS IS NOT A REQUEST FOR A PROPOSAL OR OFFERS. This notice does not represent a commitment by the Government to issue a soliciation or award a contract. This is a market research tool being utlized to determine the availabilty and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement.
