Introduction: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires existing, off-the-shelf, web and print-based journal subscriptions for the VA Central Office (VACO) Library as listed below. B. Performance Period: 1/1/2019-12/31/2019; request award/effective date of 12/1/2018 to allow publisher 30-days lead time to process subscription and activate access privileges. C. Delivery All journals required in print format shall be delivered to the following location: Department of Veterans Affairs VA Central Office Library (10A7B) 810 Vermont Ave., NW Washington, DC 20420 G. Product Description The requirements of the electronic journal collection are as follows: Access for electronic publications shall be granted through IP address validation on an institutional basis, eliminating the need for users to enter identification, username and/or password. For remote access, product should be Athens accessible. An unrestricted number of simultaneous users shall have immediate access from any web-enabled computer within VA Central Office. It is required that all authorized remote users with VPN access have access to the product. Journals shall be maintained with the most current issues available with no embargo period. The product shall be compatible with most standard web browsers, which have cookies enabled.   To insure privacy, the product uses session cookies rather than persistent cookies. The product shall be  compatible with the Windows environment. Product shall be 508 compliant (http://www.section508.gov/). If product is not 508 compliant, the contractor shall describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. Or, if product is not 508 compliant, the contractor shall describe why no work is being done to make it 508 compliant.
