Description
1. Notice to offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 2. This is a DRAFT FOPR for E-3G AWACS PBL to be awarded on a fair opportunity basis pursuant to Federal Acquisition Regulation (FAR) 16.505 ordering procedures, the terms and conditions of the GSA One Acquisition Solution for Integrated Services (OASIS) Unrestricted Contract (Pool 3) multiple award IDIQ contract and the specific requirements outlined in this draft solicitation. The government is seeking constructive contractor feedback on all aspects of this draft solicitation. Contractors should review all documents with a critical scope in an effort to help the government release a final solicitation that is best aligned with industry best practices and customs. Please proved constructive contractor feedback to the contracting officer NO LATER THAN 12:00 PM (Eastern Time) on Friday, 02 November 2018. 3. The following attachments to the aforementioned solicitation shall become incorporated into the awarded task order: Contract Data Requirements List (CDRLs) (Exhibits A-D), Performance Work Statement (PWS) (Attachment 1), Contract Incentives and Disincentive Plan (Attachment 2), DD Form 254 Contract Security Classification Specification (Attachment 3), Government Furnished Property (GFP) List (Attachment 4), and the Spares Support List (SSL) (Attachment 5). All other attachments are solely for the draft solicitation. 4. The selection methodology for award of a resulting task order will be made to the Offeror proposing the most advantageous solution to the Government based upon an integrated assessment of the evaluation factors and sub-factors. The Government intends to award to a single offeror. The primary contract types for this draft solicitation are anticipated to be (a complete list of line items and contract types are in Attachment 1): • Firm-Fixed-Price (FPIF) - Mission Support and Product Support Integration (PSI) CLINS • Firm-Fixed-Price-Incentive-Fee (FFP) - Incentives earned (if any) for Mission Support and PSI CLINs • Cost (CR) - Other Direct Costs (ODC) and Materials • Cost-Plus-Fixed-Fee (CPFF) - Over and Above and Transition Phase-In/Out 5. An Industry Day / Site Visit will be held from 17 October 2018 through 19 October 2018, at Tinker AFB. Contractors will be afforded the opportunity to visit the AWACS aircraft (during the general session) and have one (1) hour individual sessions with the government. Contractor's participation shall be limited to no more than three (3) attendees. Each contractor shall submit a request to attend to the contracting officer. Contractor request shall include attendee names, organization, e-mail addresses, Social Security Number (SSN), birthdates, and DD Form 2345 - Militarily Critical Technical Data Agreement, (Dated MAR 2016) to the contracting officer NO LATER THAN 28 September 2018. Once the visit request and forms are submitted and approved, the specified location, procedures, schedule, and Tinker AFB Point of Contact (POC) will be sent to the interested contractors. Additionally, approved attendees will be provided the specific Security Management Office (SMO) code to submit visit request. 6. Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any basic contract clause(s) that govern the IDIQ. Eventual proposal will be submitted with an OCI mitigation plan or a statement that no OCI. Contractors are responsible for immediately notifying the contracting officer should any potential conflict of interest arise at any time prior to and/or after contract award. 7. Prior to receiving the technical data package, all potential offerors must submit DD Form 2345, Militarily Critical Technical Data Agreement, MAR 2016. 8. Questions and Answers / Assumptions and Exceptions: Contractors are cautioned that all communications regarding the DRAFT FOPR are to be channeled through the contracting officer. Any initial questions whether technical or contractual in nature shall be submitted in writing. Initial questions must be submitted in writing to the Contract Specialist (CS), Ms. Arlene Herry at arlene.herry@us.af.mil or Ms. Dawn M. Thompson at dawn.thompson.7@us.af.mil AND Contracting Officer (CO), Mr. Jacky C. Ingram at jacky.ingram.1@us.af.mil NO LATER THAN 12:00 PM (Eastern Time) on Friday, 05 October 2018. Questions will be consolidated and responses will be will be posted NO LATER THAN COB, EASTERN STANDARD TIME, on Wednesday, 10 October 2018. Responses to Post Industry Questions will be posted NO LATER THAN COB, EASTERN STANDARD TIME on Friday, 26 October 2018. No further questions will be addressed on this project after this date. Contractors shall address any assumptions and proposed exceptions to the CO in their proposal. 9.
