- The Naval Air Systems Command intends to approve new Class Justification and Approval (CJ&A) is support of Corporate Basic Ordering Agreement N00019-19-G-0029 with Lockheed Martin Rotary and Mission Systems (which includes the Sikorsky Aircraft Corporation (Sikorsky) located in Stratford, CT). Specific performance requirements include, but are not limited to, Engineering Change Proposals (ECPs), software development and infrastructure support, obsolescence management, and engineering support. A synopsis will be posted (as required) for each order anticipated under the stated BOA. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. Sikorsky is the only known source with the engineering and technical data required to perform this effort. Note: This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
