- Pricing Worksheet Attachment B - Past Performance Questionnaire Solicitation DOL1650-DEP-19-NAT-0001 OSHA Expert Witness The United States Department of Labor (USDOL), Office of Procurement Services (OPS) has the need for occupational safety and health subject matter experts to serve as expert witnesses that will significantly improve OSHA's litigation efforts in carrying out its statutory responsibilities in the areas of occupational safety and health enforcement. This is being procured as a 100% SBA 8(a) competitive set-aside. The selected contractor will demonstrate their capability of meeting the highly specific needs of the end user per the Performance Work Statement (PWS). The award will be for a Labor-Hour type contract with an indefinite-delivery component. This is set-aside for qualified SBA 8(a) firms ONLY. The designated North American Industry Classification System (NAICS) Code is 541611 - Administrative Management and General Management Consulting Services with a size standard of $15 million. Questions regarding this solicitation are due no later than November 15, 2018 at 2:00 PM Eastern (See Section L of Solicitation for specific instructions). Telephone calls will not be accepted or returned. Answers to all questions will be posted as an amendment to this solicitation. Proposals are due on November 30, 2018 at 2:00 PM Eastern (See Section L of Solicitation for specific instructions). Offerors may propose additional labor categories and/or remove others in addition to those included within the cost/price schedule of this RFP. Also, it is up to the offeror to assess whether they will require the work from a "service employee" under the SCA, which includes any employee engaged in performing services on a covered contract other than a bona fide executive, administrative or professional employee who meets the exemption criteria set forth in 29 C.F.R. §541. Consequently, the vendor may need an occupation code(s) listed under the Administrative Support and Clerical Occupations within the attached DOL Wage Determination. Contractors are directed to complete all representations and certifications online by registering with the System for Award Management, www.sam.gov. CONTRACTORS MUST HAVE A RECORD SHOWING "ACTIVE" IN ORDER TO RECEIVE AN AWARD. Any additional amendments and/or documents related to this procurement will be available electronically on the Federal Business Opportunities website, www.fbo.gov. Contractors are responsible for downloading documents related to this solicitation.
