- The following questions were asked on the solicitation: 1. On page 5, section VII, Technical Proposal, the solicitation specifies a maximum of 4 pages. Would USAID please confirm that the cover page, table of contents, cover letter, acronyms, and section dividers do not count towards the 4-page limit? 2. The fbo.gov landing page for Organizational Development Support for USAID/KEA Health Office (SOL-P-19-00001) states that “If you are interested and are available during the timeframe, please submit a brief work plan on how you will implement the SOW and a detailed budget proposal.” However, in the SOW, page 5, section VII, Technical Proposal, the solicitation specifies that “offerors shall include in the technical portion of the quotation: [the] illustrative approaches and activities.” a. Would USAID please confirm that a work plan is not required? b. If a work plan is required, would USAID confirm that the work plan does not count towards the maximum 4 pages? 3. Section B.2 of the Scope of Work, Retreat Logistics Management, page 3, states: “Ensure all necessary materials and audio/visual equipment are on-site for the successful execution of the retreat.” Would USAID please confirm that the required audio/visual equipment will be obtained and paid directly by USAID, given that USAID has indicated it will pay for the venue costs? Below are the responses. · 4-page limit excludes cover page, table of contents, cover letter, acronyms, and section dividers - information in these sections of bids will not be considered during the evaluation/rating of bids. · A brief workplan is required and must include a narrative section to explain the illustrative approaches and activities as well as a gantt chart. The workplan must be included as an Annex, not within the 4 page limit. · We confirm required audio/visual equipment will be obtained and paid directly by USAID - we require bidder to advise on required equipment.
