- OFI 86C SPECIAL AGREEMENT CHECKS REQUEST FOR PROPOSAL Q&A TEMPLATE FRTIB BANNED TECHNOLOGIES FRTIB RULES OF BEHAVIOR NDA CTR COMPANY NDA CTR EMPLOYEE The Federal Retirement Thrift Investment Board (FRTIB or Agency) is an independent Federal Agency in the Executive branch created by the Federal Employees' Retirement System Act of 1986 (FERSA), Pub. L. No. 99-335, 100 Stat. 514 (codified as amended largely at 5 U.S.C. § 8351 and §§ 8401-79) to administer the Thrift Savings Plan (TSP). The TSP is a daily-valued, participant-directed retirement savings and investment plan for Federal civilian employees and members of the uniformed services. It offers its participants the same type of saving and tax benefits that many private corporations offer their employees under 401(k) plans. The TSP is the largest defined contribution plan in the world covering millions of participants and managing multi-billion dollar assets. The Agency has a permanent staff headquartered in Washington, D.C., supplemented by contract personnel, which assists the Executive Director in fulfilling the Agency's mission to act solely in the interests of the Thrift Savings Plan participants and beneficiaries and to carry out the policies set by the Board members for investment, administration, and management of the TSP. The Office of Enterprise Risk Management (OERM) is responsible for enhancing enterprise governance by embedding risk management into key Agency operations and strategic decision making within the agency. FRTIB has a need for Commercial Insurance Coverage Gap Analysis services. FRTIB needs a Contractor to provide these services on an (as-needed, daily, monthly) basis across the entire agency at the direction of the Office of Enterprise Risk Management, Risk Management Team.
