Description
The following questions were asked on the solicitation and the answers are at the end of the question: 1. SOW Section VIII, Cost Proposal, requires that offerors price quotations provide a breakout of their pricing by daily rates for each Team Member, level of effort, transportation, lodging, and other costs. As many vendors do not price on an daily basis, but utilize firm fixed price bundles (i.e. weekly team bundles), which are inclusive of all costs, including travel, would USAID allow vendors to propose their Firm Fixed Price for this effort using team bundle pricing? This would allow USAID to benefit from maximizing competition and ensuring an inclusive procurement open to all vendors able to perform this scope work. USAID will accept firm fixed price bundles (i.e weekly team bundles) 2. SOW Section IV. Level of Effort/Duration of Activities, states that the awarded vendor will perform “ 100 [coaching] sessions (phone and/or in person) over a 12 month period.” How does USAID anticipate these sessions will be conducted? For instances, does USAID intend to cluster multiple training session into full days or is another approach anticipated? USAID is flexible with the approach; however the assessment and retreat may dictate the approach. For example, a retreat outcome may favor an approach which includes a combination of phone and face to face coaching sessions over the year. 3. The FBO Amendment 1, published on October 26, 2018, stated that “ this [solicitation] is not set aside to small businesses only.” However, the General Information was updated from “ Competitive 8(a)” to “ Emerging Small Business.” Please confirm that this solicitation is unrestricted and that large businesses are eligible for award. This solicitation is unrestricted.
