- Notice Type: Pre-solicitation Synopsis: Multiple Award Indefinite-Delivery/Indefinite-Quantity General Construction Contracts with Design-Build Capabilities for the States of Alabama & Mississippi. The General Services Administration (GSA) will be soliciting proposals for the construction services involving the repair and alteration, with design-build capabilities, to Government owned facilities and leased spaces within the states of Alabama (AL) and Mississippi (MS); under task order issued by the Contracting Officer. The scope of services also includes renovations, preparation of contract drawings and specifications sealed by registered professions for design-build purposes within their areas of expertise and the construction thereof; general construction services including wall partition construction, modification and alteration of floor and wall mounted telephones, signal, and power outlets to be included in the modification of associated conduit, surface mounted raceway and various under floor duct systems; installation of new and alteration of existing power panels; carpet and carpet tile installation; painting; HVAC duct work modification and repair; door, door frame, and door set hardware installation; installation of various wall coverings and draperies; communications cabling; grid ceiling and lighting installation and modification; modification of existing building fire sprinkler systems; design and/or construction related to architectural, structural, civil geotechnical, mechanical, and electrical engineering; hazardous material identification, abatement and monitoring; landscape architecture; elevator, and security planning/design; interior design; life safety/fire-protection; historic preservation requirements; the checking of shop drawings/materials and other such related work which would be outlined in task orders and job drawings. A request for proposal (RFP) will be issued on FedBizOpps for full and open competition after exclusion of sources, i.e., it will be a total small business set-aside. The Government anticipates awarding up to four (4) contracts as a result of the solicitation. The NAICS code for this procurement is 236220 (Commercial and Institution Building Construction), and the small business size standard is $36.5 Million. The estimated cost of this project is between $1,000,000 and $5,000,000. The total contract length, with base and all options exercised, is five (5) years; (one) (1) base year with options for four (4) additional years).. The contract will be acquired using source selection procedures as identified in FAR 15.3 with a firm-fixed price awarded to the offerors who provides the best value to the Government. Offerors will be evaluated based on technical merit and price proposals. For this procurement, technical evaluation factors are significantly more important than price. The Government reserves the right to make award without discussions. The solicitation package (including specifications, drawings, offer forms, clauses, and provisions) will only be available electronically on FedBizOpps. The estimated date for release of the solicitation is on or about November 21, 2018. Any information taken from other publications is used at the sole risk of the offeror.
