- The Air Force Installation Contracting Agency (AFICA) - 338 Specialized Contracting Squadron (SCONS), JBSA-Randolph, Texas 78150-4302, announces the intent to award a firm-fixed price contract on a sole source basis to FlightSafety Services Corporation, under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. North American Industry Classification System Code (NAICS) 611512 (Flight Training) with a size standard of $27.5M is determined to be the most appropriate for this acquisition. The anticipated period of performance will consist of an initial two year ordering period (comprised of two 1-year pricing periods) and five subsequent 1-year option periods from 1 Oct 19 - 30 Sept 26. The contract will include FAR 52.217-8, Option to Extend Services, for a potential of 6 additional months. The Air Force Security Assistance Training (AFSAT) Squadron anticipates a Sole-Source award to FlightSafety Services Corporation, Cage Code#7Y637 (hereafter referred to as FlightSafety) 10770 E. Briarwood Ave, STE 100, Centennial CO 80112-3807. The service objective is to modify aircrew training courseware, modify training syllabi, program management, delivery and license rights for technical data package for courseware/instruction being provided as Government Furnished Information in support of training international customers associated with the procurement of their new KC-46 aircraft. Additionally, the service is to also provide instructors who deliver standardized instruction necessary to train KC-46 crews the skills required for combat readiness. A firm-fixed price indefinite-delivery indefinite-quantity (IDIQ) contract is planned. This notice of intent is NOT a request for competitive proposals or quotations, and the Government will not honor or acknowledge requests for copies of the solicitation sent in response to this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. However, information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the government, would not be cost or time prohibitive, and shall also include the following: a. Description that the interested party can provide the intermediate training in accordance with the specialized training requirements identified above. b. Description of the specific services the interested party would perform organically and the specific services the interested party would seek to subcontract. c. Business size of interested party. To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the government's requirement via email to the Contracting Officer no later than 12:00 PM, Central Standard Time (CST) on 27 Nov 2019.
