Description
Statement of Work Synopsis #: FA8601-19-Q-0030 Notice Type: Special Notice Synopsis: The United States Air Force, AFLCMC/Base Support Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of a Turbulence Eddy, Winds and Atmospheric Gas flux Measurement suite for the Air Force Institute of Technology located at Wright-Patterson AFB. The reason for lack of competition is that Applied Technologies' Turbulence Eddy, Winds, Gas Analyzer Flux Measurement Suite is the only system available that is able to meet all AF requirements, including the data consistency with previously purchased Applied Technologies Inc. Equipment for an on-going research effort. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(ii). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables and FSC code 6150 - Miscellaneous Electronic Power and Distribution Equipment. Business size standard for NAICS 334513 is 750 employees. The proposed source is Applied Technologies, Inc. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources or authorized distributors may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Tuesday, 13 November 2018 by 10:00 am EST and meets all the following requirements: Minimum requirements: The complete Turbulence Eddy Winds and Atmospheric Gas Flux Measurement Suite, manufactured by Applied Technologies, Inc., is comprised of the following sub-components: • QTY (4): SATI/3A Sonic Anemometer System (with mounting bar, calibration chamber, & output cable 10m length) • QTY (2): Gas Analyzers - LI-7500DS, Analyzer for CO2 & H2O with air temp sensor & pressure sensor • QTY (1): Specialized Controller and Data Processing - SCFMS-101 FluxPak System with DataPacker/DataLogger inputs, a Linux operating system, FMS software package, & weatherproof enclosure • QTY (1): Calibration Equipment - LI-610, Dew Point Generator • QTY (3): DPL-408 DataPackerLogger with eight digital inputs • QTY (3): GS-3000, Wireless long-range Bridge kit The following specifications list the minimum (threshold) requirements for the Turbulence Eddy Winds and Atmospheric Gas Flux Measurement Suite component of the Expeditionary Atmospheric Testbed. 1. A fully integrated, atmospheric gas flux analyzer (i.e. CO2 and H2O) and 4D horizontal/vertical winds/sonic temperature measurement capability (integrated turn-key capability, available off-the-shelf) to support eddy flux and covariance measurements and associated turbulence research 2. Measures open path CO2 and H2O gas densities to within 1% of reading 3. CO2 measurement sensitivity to H20, +/- 2.0e-5 mol CO2/mol H20 4. H2O measurement sensitivity to CO2, +/- 0.02 mol H20/mol CO2 5. Gas Analyzer's air temperature thermistor measurement range: -20 to +70 degrees C 6. Gas Analyzer measured absolute temperature accuracy: +-0.3 degrees C for temperatures between -20 and 70 degrees C 7. Precision 4D wind measurement, simultaneous three directions ("u", "v", and "w" components) at high frequency (up to 200Hz) 8. Wind velocity measurement range and accuracy: +/- 65m/s; accuracy: +/- 0.001m/s, with flow distortion corrections to ensure minimal to no sonic anemometer structure (e.g. mounting bar) effects 9. Wind directional measurement range and accuracy: 0 - 359 degrees and +/-0.1 degrees, respectively 10. Sonic anemometers are capable of ingesting and processing continuous relative humidity updates to enhance sonic temperature accuracy 11. Sonic temperature accuracy: +/-0.10 degrees C (threshold); +/-0.050 degrees C (objective) achievable through continuous relative humidity updates to properly configured sonic anemometer, which in turn, is calibrated as outlined in the equipment user manual 12. Gas Analyzer station pressure measurement range: 50 - 110kPa 13. Gas Analyzer measured station pressure accuracy: 0.4 kPa for pressure conditions between 50 and 110kPa 14. Operating Temperature and Relative Humidity: Gas Analyzer, -25 to +50 degrees C; sonic anemometer, -50 to +70 degrees C; and 0 to 95% (threshold), 100% (objective), respectively 15. Deployable: weight is less than 25kg total sonic anemometer and gas analyzer sensor head and mounting tube / post 16. Data output: RS-232 and/or USB and/or Ethernet compatible, at 5 - 20Hz (gas analyzer) and 1 - 200Hz for sonic anemometer 17. Integrated control and data processing capability that ensures all sonic anemometer and gas analyzer sampling is synchronized and sampled data transmitted to an eddy co-variance flux processor. The processor, with included analytical software, is capable of producing processed fluxes such as latent and sensible heat, as well as momentum. a) Sonic anemometers and gas analyzers shall be capable of linking with the DataPacker(s)/DataLogger(s) (DPLs). b) Each DPL will collect the data-from the instruments and sensors tied to it-into a single packet and store a copy of it on a SD card. c) Each DPL will also send a copy of the packet to the Testbed's eddy co-variance flux processor by long range WiFi. d) The eddy co-variance flux processor shall process the data, and store both the raw data and processed data on its equipment. e) Real time access to sampled data at the eddy co-variance flux processor 18. Unattended operation 19. Gas analyzers and sonic anemometers can be calibrated in the field (i.e. does not require return to OEM) Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Applied Technologies, Inc. provides the only device capable of satisfying all of the Government's requirements, including the ability to maintain data consistency with previously purchased Applied Technologies Inc. equipment being used in an on-going research effort. Other vendors provided their Turbulence Eddy, Winds, Gas Analyzer Flux Measurement Suite capabilities during the market research phase, but none could meet all of the technical requirements. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
