- Notice Type: Special Notice of Intent to Sole Source The Department of Veteran Affairs (VA) Network Contracting Office 8 intends to award a sole source frim-fixed price for the procurement of the Nephrocheck AKI Cost-Per-Test System to BioMerieux, Inc., under the authority Federal Acquisition Regulation (FAR) Part 13.501. The North American Industry Classification System code for this acquisition is 325413 In-Vitro Diagnostic Substance Manufacturing. Places of Performance: Department of Veterans Affairs Malcom Randall VA Healthcare System 1601 S.W. Archer Road Gainesville, FL 32608 Department of Veterans Affairs James A. Haley Veterans' Hospital 13000 Bruce B. Downs Blvd. Tampa, FL 33612 Purpose and Objectives: Pathology and Laboratory Medicine Service (P&LMS), Immunology Section is requesting a multi-year cost per test of an analyzer with the capability of performing immunoassay testing for the detection two urinary biomarkers for Acute Kidney Injury (AKI): tissue inhibitor of metalloproteinase 2 (TIMP- 2) and insulin-like growth factor binding protein7 (IGFBP-7) and the final result should be automatically calculated and reported by the analyzer in a single result as the AKI Risk Score. This contract will cover multiple sites within VISN 08, including Malcom Randall VA Medical Center located in Gainesville, FL and James A Haley Veterans' Hospital located in Tampa, FL. This notice of intent is NOT a request for competitive quotes. However, interested concerns may submit clear and convincing evidence that competition of this requirement would be advantageous to the Government. via e-mail to James Blue, Contract Specialist, james.blue3@va.gov no later than 12:00 PM ET on November 9, 2018. A determination by the Government Not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. The Government will not pay for any information submitted from this notice. This notice of intent shall Not be construed as an obligation on the part of the Government to acquire any products or services. The anticipated award date is November 14, 2018. A justification for other than full and open competition is prepared in support of this acquisition.
