Contract Data Requirements List Exhibit C Pricing Worksheet Exhibit A&B PWS Incorporated Exceedances Quality Assurance Surveillance Plan Performance Work Statement RFP Solicitation Request for Proposal This is a solicitation for offerors to submit proposals. The Air Force Installation Contracting Agency (AFICA), 763d Specialized Contracting Squadron (763 SCONS/PKC) located at 510 POW/MIA Drive, Bldg P40, Suite E1004, Scott AFB, IL. 62225, has issued a Solicitation Request of Proposal (RFP) FA4452-19-R-0003 on 07 Nov 18 for support to provide Initial, Refresher, Academic, and Simulator Training, as well as a variety of technical courses for United States Air Force (USAF) flight crews operating Gulfstream series aircraft. USAF assigned Gulfstream aircraft are often tasked to provide timely, worldwide special air missions in support of high ranking Executive Branch or Defense Department officials. Gulfstream pilot and flight engineer trainees are highly qualified USAF mobility air crews with extensive global experience. The flight engineer has in-flight duties to include, but not limited to, assistance with checklists, emergency procedures, crosscheck of aircraft performance, and pre and post-flight maintenance duties. All training shall be conducted in a Federal Aviation Administration (FAA) approved training center (located in the Continental United States) by FAA certified instructors with a minimum of one year experience in type. To be considered qualified, each contractor must possess an applicable training program approved under 14 Code of Federal Regulation (CFR) Part 142 or equivalent. At a minimum, the contractor shall furnish onsite, an FAA Certified Level C or better fully operational Flight Simulator appropriate to the Gulfstream aircraft model training being conducted. The USAF C-37A (Gulfstream V) and C-37B (Gulfstream 550) simulators must also be capable of Category (CAT) II Instrument Landing System (ILS) approaches, or better. A sources sought notice was posted to the Federal Business Opportunity (FBO) website on 03 Jan 18 (Reference Number FA4452-19-Q-C37AB-SIM). In response to our Sources Sought notice, two capability packages were received, both from large businesses exceeding the $27.5M size standard for North American Classification System (NAICS) number 611512, Product or Service Code (PSC) number U099. Therefore, this requirement will not be set-aside for small business concerns IAW FAR 19.502-2(b), but rather posted to the FBO website as a full and open opportunity. The Government intends to establish a Firm-Fixed price, single-award Requirements contract with a five year ordering period. The solicitation issue date of 07 Nov 18 and offer due date of 07 Dec 18 are specified in blocks 6 and 8, respectively of the solicitation.
