Amendment 0002 The Purpose of this Amendment 0002 is to accomplish the following: 1.Provide response to questions asked of this requirement. Q1. Are there time restrictions, i.e. can we work 7 days/week, 12 hour days? A1. There are currently no time restrictions for work hours, however crew assistance will be limited during holidays. Also, please note that we have a sea trial of hopefully 1-2 days tentatively scheduled for the 10-12DEC time frame. That could get pushed to the left or right depending on weather windows. At the time of departure and during the entire trial all detection/suppression systems will need to be fully active/operational (even if temporary equipment is used). Q2. Will the vessel assist in offloading cylinders for hydro test with either the crane or davit? A2. Yes the vessel crew can assist with offloading cylinders for testing. The stbd crane may not be available since it will be undergoing an overhaul, however the stores crane up on the bow should be available. Q3. Can you provide more information in regards to the H2S panel, how many sensors, etc? A3. There are 2 sensors that the crew has recently replaced and tested, and they alarmed around 12ppm. I believe the only effort needed here is to retest the sensors/alarm, and calibrate if needed. 2.All other terms and conditions remain the same. 3.End of Amendment 0002 ----------------------------------------------------------------------------------------- Amendment 0001 This Amendment 0001 to Solicitation NMAN7200-19-00044 is to accomplish the following: a. To change from Small Business Set Aside to Unrestricted Full and Open Competition. b. Extend the Solicitation until Friday 09 November 2018 at 5:00pm ET. c. Extend Vendors questions to Tuesday 06 November 2018 at 5:00pm ET. d. All of other terms and condition stay the same. e. End of Amendment 0001. ---------------------------------------------------------------------------------------------- Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center - Pacific requires annual inspection and service of the fire system on NOAA Ship Bell Shimada. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number NMAN7200-19-00044 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. This acquisition is a total small business set-aside under NAICS code 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; the small business size standard is $7.5M. Line items are as follows: CLIN 1: Annual Inspection of Fire Control and Fire Alarm Systems CLIN 2: OPTION for Additional Service Under Condition Found Report Description of requirements for the items to be acquired: The vendor is to perform annual inspection and service of NOAA Ship Bell Shimada fire protection system IAW with Statement of Work, 46 Code of Federal Regulations (CFR) 71.25-20, National Fire Protection Association (NFPA) Codes and Standards, and must be ABS certified or provide ABS Certified Inspection. Date(s) and place(s) of delivery and acceptance and FOB point. • All service and Condition Found Report work must be completed during the Period of Performance: 26 November 2018 - 21 December 2018. • Service location is: NOAA Ship Bell Shimada 2002 Marine Science Drive Newport, OR 97365 Offers shall submit quotes electronically via email to Christopher.baker@noaa.gov no later than 1700 hrs EST, October 26, 2018.
