Description
All questions regarding this notice and requirement are to be submitted in writing via E-mail or Fax to the point(s) of contact specified herein. All questions submitted to this office are subject to be posted in this notice along with the appropriate response(s). Vendor identities will not be disclosed. All offerors are to specify in their response whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. Offerors must specify whether they are a U.S. or foreign-owned firm. Written responses are required. This is a Total Small Business Set Aside requirement. The United States Air Force through Air Force Sustainment Center (AFSC), Tinker AFB 73145 is contemplating to procure REMANUFACTURE OF THE F-15 BUTTERFLY VALVE, NSN: 4820-01-232-9856. The contractor shall provide all labor, facilities, equipment and all material to accomplish remanufacture, test, packing, preservation and packaging of the F-15 Butterfly Valve. The work encompasses the disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing actions required to return the item to a like-new condition in accordance with the solicitation requirements and all attachments. A Firm Fixed Price, Indefinite Delivery Requirements type contract with a one (1) year basic period and four (4) one (1) year options is contemplated. In accordance with FAR 22.10003-6(a)(1), this remanufacture shall be deemed to be manufacturing. As such, this will be considered as a "supply" type acquisition. The Government intends to issue solicitation FA8118-18-R-0058 on or about 09 October 2018 with a closing response date of 08 November 2018 and estimated award date of on or about 19 February 2019. (These dates are subject to change). This notice does not in itself represent the issuance of a formal request for proposal and is not intended to be taken as such. The solicitation for proposals will be posted to FBO and attached to this synopsis when it is issued. NOTE: The resulting contract will not be effective until on or after 17 July 2019. The requirements set forth in this notice are defined per Purchase Request FD20301702793-01 as follows: Line Item 0001: Remanufacture of F-15 Butterfly Valve; NSN: 4820-01-232-9856TP; Manufacturer: 59364; P/N: 3214572-2-1. Nomenclature/Noun: Valve, Butterfly RMC / RMSC: R1 / C NAICS: 336413 TO Number: 15A2-3-112-3 Function: Controls cabin airflow by maintaining predetermined pressure between the external sensed upstream pressure and the cabin pressure. Dimensions: Length 9.20 in. Width 6.55 in. Height 8.96 in. Weight 9.20 lbs. Material: Aluminum, Steel, and various materials Quantity: BEQ 92 EACH per year Delivery: 8 each every 30 days after receipt of funded order and repairable assets. Early delivery is acceptable. Quality Assurance Provisions and Special Inspection Requirements: Higher-level contract quality requirements are used in ADDITION to a standard inspection requirement. A quality system compliant with AS9100, ISO 9001: 2008 or equivalent is acceptable. Compliance is demonstrated by certification or third party audit findings, such as from a DCMA QMS audit. Electronic procedures will be used for this solicitation. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
