Description
The Department of Veterans Affairs has a requirement to provide a safe and healthy environment to its patients, staff, and visitors. The Aleda E. Lutz VAMC at 1500 Weiss Street, Saginaw, Michigan has performed an abatement of the floor tile and mastic in the corridors and needs to ensure that the air is sufficiently cleared of asbestos fibers through sampling according to EPA protocols. The area of materials being abated is approximately 21,000 square feet and clearance monitoring will be to be conducted during each session of abatement (up to 75 sessions). The sessions will be completed on non-consecutive days. The inspection/air monitoring sessions will be scheduled by the COR as the abatement of the flooring and mastics is scheduled by the abatement contractor. The contactor will be given 48-hour notice in which the work will need to be conducted. The work will need toc conducted in coordination with the flooring and mastic removal by the abatement contractor. Air monitoring and visual clearance results must be submitted to the COR at the end of each session. Due to the time restrictions of the clearance sampling and the turnaround time needed for the areas, the contractor will be conducting phase contrast microscopy (PCM) sampling per Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) requirements for non-friable materials. The contractor performing the sampling and analysis must be a current Certified Industrial Hygienist (CIH) and have the proper training and certifications for conducting the sampling and analysis. Final visual inspections, Air Monitoring and Final Clearance Sampling, and Contractor's Release Criteria are to meet the master construction specifications detailed in the solicitation.
