Description
Modification #1 : The majority of questions have been sent to EVN and NLDC for their review and comment. It is likely that many of the technical questions asked can be discussed directly with EVN and NLDC once the winning bidder is selected. Questions for USTDA: 1)Is the $50,000 in Vietnam sub-contractor services considered part of the 20% limit of non-US staff involvement? The $50,000 in Vietnam sub-contracted services is mentioned in Annex 2 for background purposes to help bidders understand how the budget was developed. This is tied to Subtask 1.3, # 8. While there is no formal requirement to subcontract a Vietnamese firm, it is likely that the necessary grid data could only be obtained from a local source. If bidders have another method of obtaining this data and fulfilling the TOR requirements, they are welcome to do so. If a local Vietnamese firm is subcontracted, it would be considered part of the 20% limit of non-US involvement. 2)Annex 5-7 discusses visit to US Technology providers. Please clarify that if the selected vendor has a separate business unit that sells relevant technology equipment, it is appropriate to schedule a visit to the facilities. Please reference the requirements of the TOR in sub-task 4.2. At least 5 different technology vendors should be visited, and both EVN and USTDA must provide consensus. It is possible that separate business units could be considered different vendors, but this should be discussed with the winning bidder. 3)On Annex I, page 4, there is discussion of sub-contracting with Vietnamese engineering sub-contractors for which $50,000 has been set aside. Please clarify the nature of these services and provide more description of the grid operations and performance data expected to be procured from these sub-contractors. Please reference the response to # 1 and reference the TOR requirement for Subtask 1.3, # 8.
