Description
The proposed acquisition covers a fixed quantity requirement for 4,500 units of Pail, Plastic Collapsible, (NSN 8465-00-128-6928 / NFES 0141) The solicitation will be issued a 100% small business set-aside and will result in a small purchase order that will require F.O.B. destination and inspection and acceptance at origin. The production lead-time will be 150 days with three (3) first article, preproduction samples due within 60 days of the award date. It is anticipated this solicitation will be posted to the DLA Internet Bid Board System (DIBBS) in Mid-November 2018. Proposed Delivery Destination: 25600 S Chrisman Road REC WHSE 57 Tracy CA 95304-5000 US Proposed CLIN structure: CLIN 0001: 1,000 (150 ADO) CLIN 0002: 1,000 (180 ADO) CLIN 0003: 1,000 (210 ADO) CLIN 0004: 1,000 (240 ADO) CLIN 0005: 500 (270 ADO) This item is procured in accordance with a United States Department of Agriculture, Forest Service specification: NSN 8465-00-128-6928 NFES 0141 PAIL, COLLAPSIBLE: Shall be a collapsible vinyl pail with the following characteristics: Style - Round, Diameter - 8-1/2 inches minimum Height - 10 inches minimum Capacity - 3 gallons minimum (when set on flat surface) Material - Vinyl plastic coated nylon scrim Breaking Strength (Warp/Fill) - 200/200 pounds minimum, per Test Method 5100.1, FED-STD-191 Tear Strength (Warp/Fill) - 80/80 pounds minimum, per ASTM Standard D 5733 Hydrostatic resistance - 100 p.s.i. Weight - 18 oz/sq yd (finished) Color - Yellow, approximate shade #23655 of FED-STD-595 C All seams shall equal or exceed basic material requirements and shall not leak. The top rim of the pail shall be stiffened and reinforced. The pail shall have a bail of cord or webbing with a method of attachment to the pail of sufficient strength to support the weight of the pail filled with water and swung around. All offerors MUST be registered in SAM in order to be eligible for award. All responsible sources may submit offers which, if timely received, shall be considered. The Government intends to make ONE single award to the responsible offeror who meets all terms and conditions of the solicitation and submits the lowest overall dollar value that is determined fair and reasonable. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Solicitation will be posted on https://www.dibbs.bsm.dla.mil/, however instructions for submitting offers will be provided within the solicitation remarks of the solicitation as offers submitted solely through DIBBS will not be considered for award. Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM). 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their System for Award Management (SAM) registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
