Description
The U.S. Army Contracting Command (ACC) Warren, Detroit Arsenal, MI 48397-5000 Intends to procure a new five year FFP requirements contract for an estimated two-hundred-and-seventy four (274) Inflatable Combat Raiding Craft (I-CRC), two-hundred-and-seven (207) Inflatable Combat Assault Craft (I-CAC), three hundred-and-seventy-two (372) 30 horse power (hp) Evinrude outboard motor(s), and twenty one (21) Secondary Issue Items (SII), related to the Family of Boats and Motors (FoBaM) system. The FoBaM consists of a 7-Person Inflatable Combat Raiding Craft (I-CRC), 15-Person Inflatable Combat Assault Craft (I-CAC), and the Evinrude outboard motors. The I-CRC/I-CAC and the outboard motor function interdependently and were tested as a system. These inflatable craft support a variety of maritime operations such as airborne and air mobile infiltration, over-the-horizon insertion, surface swimming operations, hydrographic survey, river reconnaissance, water-gap crossing, and bridging operations. This requirement is sole source with Atlantic Diving Supply (ADS), Inc. The statutory authority permitting other than full and open competition for this action is Title 10, United States Code (U.S.C.), Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Specifically, FAR 6.302-1(a)(2)(ii)(B), states "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in - (B) Unacceptable delays in fulfilling the agency's requirements." P/N: BC-CRCSII NSN: 2040-01-656-8216 This is a Pre-Solicitation notice, otherwise known as a Synopsis (SUMMARY). Estimated issue date of solicitation is on or around 07 December 2018, approximately 15 days from the date of this notice. Contractors should not call the buyer seeking the Solicitation as it will not be available until 15 or more days after issuance of this notice. The FoBaM must pass testing and be ready for fielding beginning March 2019. All responsible sources, in accordance with FAR 9.104, may submit a capability statement which shall be considered by the agency.
