- NOTICE OF AGREEMENT The Software Capabilities Development Division (HBH), PEO Digital Directorate, Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, MA intends to award Production Other Transactions for Prototype (OTPs) to Pivotal Software, Inc. Under the prototype OT, Pivotal Software, Inc. successfully prototyped the use of agile software development methodology in conjunction with a modernized software platform (Pivotal Cloud Foundry); prototyped the use of agile software development for large enterprise architectures; produced user-centered design, test-driven development, continuous integration, and continuous delivery of new and enhanced software code; and mentored and trained Government personnel in agile development methodologies. As a result of Pivotal's efforts under the prototype OT, the following results were demonstrated: (1) deployed unclassed, off-premise cloud-native DevOps environment on Amazon Web Services (AWS) GovCloud in 62 days; (2) fielded accredited SIPRNet cloud-native DevOps platform at an Air Operations Center (AOC) in under 128 days; (3) replicated at second AOC in 32 days; (4) became the first DoD organization to achieve Continuous Delivery to SIPRNet operations, with 8-10 new features pushed to SIPRNet per app/per week and can push to SIPRNet in under an hour; and (5) Government also took 5 applications from concept through unclassified development and into operations on SIPRNet in an average of 124 days and 85% automated/repeatable test coverage, continuous security, continuous integration. To that end, the Government will continue to utilize the prototyped methodology and the software and services that support them. The Air Force intends to scale the prototype methodology to Program Management Offices across the entire Air Force, which necessarily requires expanding the use of software and services to the demands of the methodology running at scale. The proposed period of performance for this effort is twelve (12) months from agreement award. The anticipated award date is 21 December 2018. Please note that this is not a request for competitive proposals. However, all interested parties who have demonstrated the ability to meet the requirements are invited to submit in writing complete information describing their ability to provide the effort in the timeframe listed above. The Air Force does not intend to award an agreement on the basis of this notice or to otherwise pay for the information solicited. Your responses will be treated as information only. It shall not be used as a proposal. Interested parties may submit unclassified responses to this notice by email.
