- Lake Charles WFO Floor Plan SF-18 Clauses, Provisions, Wage Rates and Statement of Work. The National Weather Service (NWS) Weather Forecast Office (WFO) (LCH) located in Lake Charles, La. is in need of computer access flooring replacement. The existing tiles are delaminating creating a trip hazard throughout the Operations Area and Equipment Room. During a recent Facility Conditioning Assessment the floor tiles were reported as deficient.
