- Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, intends to issue a firm fixed-price contract for the procurement of Composite Repair Set, Temp and Vacuum Control (Part Number: HCS9200N-02.5), on a sole source basis to Heatcon Composite Systems Inc. (CAGE code 0ED96), of Seattle, WA, for the P-8A Poseidon Program for the United States Navy, Royal Australian Air Force and Foreign Military Sales customer. A requirement exists for the P-8 Aircraft at the O-Level for an item of Support Equipment (SE) to repair damaged aerospace composites on the Boeing P-8 aircraft. The Composite Repair Set, Temp and Vacuum Control is a computer monitored and controlled electrical heating, dual zone composite repair system with multiple sensor inputs and various graphical status display screens with complete process documentation printout. The unit provides finite control of the temperature, vacuum and time necessary to cure critically sensitive composite resins and adhesives. The current requirement is for an initial quantity of one (1) composite repair set, with an option for a maximum of three (3) composite repair sets. Market research was conducted and confirmed that Heatcon Composite Systems Inc. is the only valid source that can provide the required item since they are the original designer, developer and manufacturer of the Composite Repair Set, Temp and Vacuum Control and has been producing and delivering these sets to the fleet on a sole source basis since 2005. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above item and enable a competitive procurement. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to full and open competition based upon the responses to this notice is solely within the discretion of the Government.
