- The US Army Corps of Engineers, Rock Island District, intends to procure Qualtrax Compliance Software Licenses and Subscription in compliance with Warning Order (WARNORD) 2018-39 Qualtrax Automated Information System (AIS) Implementation on a sole source basis with Qualtrax Incorporated of Blacksburg, VA. This procurement is in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (06-SEP-2018).
