- Solicitation N00421-19-T-0019 is issued as a synopsis/solicitation. The engineering services must be performed by Severn Test Services under the authority of FAR Part 12, FAR Part 13 and this RFQ is a Total Small Business Set-Aside authority of FAR Part 52.219-6. Severn Test Services designed and developed the software and coding. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (13-NOV-2018); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
