- This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the experience, technical level of expertise, administration and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation ¿s (Reclamation) overall procurement strategy. Reclamation is seeking sources to provide all the necessary certified labor, materials, transportation, and all other services required to support this project. Provide HVAC repair services as needed at the Bureau of Reclamation, Northern California Area Office (NCAO) buildings. Facility locations in the NCAO are listed in Attachment 1 ¿ NCAO HVAC Facilities Listing and Attachment 2 ¿ NCAO HVAC Facility Maps. The HVAC units that serve the these facilities range from ½ ton to 40 tons of refrigerant capacity and most are heat pumps. Although many of the heat-pumps are residential like units, the facilities on site are commercial facilities. Additionally, some of the units are large and industrial commercial units. No natural gas is available on site. Work includes but is not limited to repair and/or replacement of motors, belts, relays, capacitors, control devices, compressors, expansion valves, reversing valves, condensers, evaporators, installation and recovery of refrigerants, and any other actions necessary to restore a heat pump, ventilating unit, heater or air-conditioning unit to normal operation. It is not the intention of this contract to provide periodic maintenance on any of the HVAC units. However, condenser coil cleaning and replacement of filters during the course of a repair would be considered incidental work necessary to restoring the unit to standard operating condition. The resulting solicitation will be awarded as a Time and Materials contract. The labor costs and parts will be firm-fixed priced (FFP), however, due to the nature of the work it is not possible to predict the level of effort or frequency required for these services. Task Summary: ¿ Task 1 ¿ Provide HVAC repair services as needed at Reclamation locations listed in Attachment 1 ¿ NCAO Facilities Listing and Attachment 2 ¿ NCAO Facility Location Maps. ¿ Task 2 ¿ Provide all labor, materials, equipment, and services necessary to restore an HVAC unit(s) to standard operation. Performance Period: The period of performance covered under this contract will be from February 01, 2019 through January 31, 2024 (Base + 4 Option Years). The North American Industry Classification System (NAICS) Code for this acquisition is 238220 ¿ Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard for this NAICS code is $15 million. Interested contractors may submit capability statements that include the following information: 1. Company name, address, DUNS number, and point of contact name and email address 2. Business size and small business size classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.) 3. Information that would demonstrate that your business has the capability and resources to meet the contract tasks as described above and through the attachments included in this notice. 4. Your intent to submit a quote if a solicitation is issued Capability statements are to be received no later than 3:00 PM PST on Monday, November 26, 2018.
