- MARKET SURVEY/REQUEST FOR SOURCESAIRCRAFT ICING TRAINING The FAA is trying to identify commercially available courses / sources that may be able to satisfy the Agency ™s training requirements. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing commercial training services for Aircraft Icing Training; in order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace. The FAA requests that interested vendors that are capable of providing this requirement reply documenting their business size to steve.cundiff@faa.gov. Under Title 49 of the United States Code (49 U.S.C.), the FAA is authorized to acquire and expend funds for the acquisition, operation, and maintenance of aircraft as necessary in the exercise and performance of the powers and duties of the Administrator. The interests of the public, the safety of the workforce, and the credibility of the organization are best served by having qualified, proficient, and current inspectors, flight test pilots and flight test engineers conducting aircraft evaluating, testing, and checking functions. The contractor is to provide at least 20 academic hours of Ground School and a minimum of four (4) demonstration flights (in aircraft) of approximately one (1) hour each. Two flights will be with a clean wing (no sandpaper) the other two with a contaminated wing (tufted with sandpaper) to determine airflow and stall. Up to two engineers can also attend each flight with each pilot. The two engineers will also fly along on each flight as observers. Each class shall consist of Two (2) Flight Test Pilots and up to four (4) Flight Test Engineers for a fixed price. The Aircraft Certification Service-Enterprise Operations Division, AIR-900, assigns student quotas for these courses.
