Description
This is a Notice of Intent to Award a Sole Source purchase order for booth display space and supplies at the 2019 TechConnect World Innovation Conference held on June 17-18, 2019 at the EPA ¿s National Student Design Expo in Boston, MA where student teams showcase their People, Prosperity and the Planet (P3) program research results. The U.S. Environmental Protection Agency (EPA), Office of Acquisition Management in Washington, D.C. intends to award a Sole Source purchase order to TechConnect under the authority of Federal Acquisition Regulation (FAR) FAR 13.106-1(b)(i) Only one source reasonably available. No solicitation or request for quote (RFQ) is available for this procurement. It has been determined that TechConnect is uniquely qualified to satisfy the Government ¿s requirements. The Environmental Protection Agency ¿s Office of Research and Development ¿s National Center for Environmental Research (NCER) leads the People, Prosperity and the Planet (P3) Program in which teams of college students can benefit people, promote prosperity and protect the planet by designing environmental solutions toward a sustainable future. The event serves not only to showcase the teams ¿ innovative ideas and solutions to environmental challenges, but it also creates professional collaboration opportunities by connecting these emerging scientists and engineers with experts from other EPA programs, government agencies, and advanced tech companies. Additional event benefits include public education and participation, research review, and scientific networking opportunities. TechConnect was identified as the sole entity to host a venue of this size and scale to accommodate this event in June as required in the 2018 People, Prosperity and the Planet(P3) program application. Notwithstanding, any firm who believes it is capable of meeting EPA ¿s requirement as stated herein may submit a capability statement, which if received within seven (7) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the government.
