Description
The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to Edward Lewis, Yulee, FL 32097, to provide an international instructor for the Wildlife Trafficking Cybercrime Training courses overseas. These foreign training missions are in support of counter wildlife trafficking (CWT) law enforcement training missions conducted by Attachés, Special Agents, Wildlife Inspectors and Adjunct Instructors in Africa, Southeast Asia, Europe, Central and South America. The one-week curriculum provides an overview of various wildlife trafficking investigative topics which are reinforced through field exercises. The Wildlife Trafficking Cybercrime Program curriculum focuses on; digital evidence; forensics and crime scene processing; surveillance; raid planning; and court preparation. It encourages interaction between instructors and class participants and concentrates on exchange of information and techniques by FWS in combating wildlife trafficking using investigative techniques in the United States. Participants are also given the opportunity to use field equipment that supports wildlife investigations. The course emphasizes the importance of developing and maintaining national contacts to exchange intelligence between agencies, this open dialogue throughout the course provides the opportunity for host nations to gain insights on specific wildlife trafficking problems being faced by the participating countries. Instructors offer techniques and methods available to combat specific wildlife investigative issues. This exchange of intelligence and cooperation on investigations is crucial in combating international wildlife trafficking. Each year the Wildlife Trafficking Investigator Program (WTIP) is conducted at the International Law Enforcement Academies (ILEA) in Budapest, Hungary; Gaborone, Botswana; San Salvador, El Salvador; and Bangkok, Thailand. This program brings together approximately 230 foreign nationals to provide training, build collaborative capacity between conservation law enforcement agencies. Special Agent in Charge (SAC), Edward Lewis, has provided lead instructor duties for the ILEA training missions over the past nine years. Former SAC Ed Lewis of OLEs Digital Evidence Recovery and Tech Support Unit had oversight responsibility and assisted with the development of core ILEA wildlife internet investigation and digital evidence training courses. With this experience in leading instruction of the WTIPs and collaborative efforts with the foreign national students makes Edward Lewis qualified to engage students on issues involving the international wildlife enforcement and wildlife crime scene investigation needs. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
