- Construction contract for Replacement of Street Light Poles and Bollards Virginia Energy and Lighting, LLC The Richmond VA Medical Center, Richmond, VA, intends to negotiate and procure Construction on a sole source basis for the Replacement of Street Light Poles from Virginia Energy and Lighting, LLC. The service is being conducted in accordance with 41 USC 3304(a)(5), as authorized by 38 USC 8127(b), Sole Source Awards to Service Disabled Veteran Owned Small Business concerns. All requirements of VAAR 819.7007 have been met: 819.7007 Sole source awards to service-disabled veteran-owned small business concerns. (a) A contracting officer may award contracts to SDVOSB concerns on a sole source basis provided: (1) The anticipated award price of the contract (including options) will not exceed $5 million; (2) The requirement is synopsized in accordance with FAR part 5; (3) The SDVOSB concern has been determined to be a responsible contractor with respect to performance; and (4) Award can be made at a fair and reasonable price. (b) The contracting officer s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. A determination that only one SDVOSB concern is available to meet the requirement is not required. (c) When conducting a SDVOSB sole source acquisition, the contracting officer shall ensure businesses are registered and verified as eligible in the VIP database prior to making an award. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any vendor that believes it can meet these requirements may give written notification to the Contracting Officer by December 17, 2018, at 2:00pm (EST). Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be sent to the Contract Specialist via e-mail at Darren.taliaferro@va.gov. Responses received will be evaluated, however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, Network Contracting Office 6 will proceed with the sole source negotiation with Virginia Energy and Lighting, LLC as noted herein. Costs associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the vendor and these costs will not be reimbursed by the Government.
