Description
Acquisition Authority : This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 – Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-101 / 10-26-2018. Set-aside Status : No set-aside restriction is applicable Competition Status : This requirement is posted as non-competitive Non-Competitive (Single-sole Source (Including brand-name)) Determination : This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to PerkinElmer Informatics, Inc. at 940 Winter Street, Waltham, MA 02451. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted specifically producing no other sources of supply or service capable of achieving this Government requirement. Description of Requirement : This requirement is to renew the subscription for ChemDraw Professional and ChemBioOffice Enterprise Suite software. This software has been integral in NCATS’ operation and its applications range from sharing internal data to utilizing its drawing function for publications in peer-reviewed journals. Specifically, this software: • Draws chemical structure that is useable by chemists, biologists, and Informaticists alike; accurately handles and represents organic, organometallic and polymeric and biopolymer materials (including amino acids, peptides and DNA and RNA sequences) and deals with advanced forms of stereochemistry • Allow chemists to draw and submit chemical compound and reaction searches directly to SciFinder • Allows for the use and generation of biological templates and drawing objects to create compelling illustrations of cells and pathways, including live chemical objects as needed • Predicts properties, generates spectra, constructs correct IUPAC names, and calculates reaction stoichiometry • Does structure-based searches • Displays structure in excel tables NCATS has been using the ChemDraw Professional and ChemBioOffice Enterprise Suite software to process years of data and it is imperative to continue the use of this specific software to continue providing consistent data and allow for seamless integration. The total period of performance is January 1, 2019 through December 31, 2023. This includes one base period from January 1, 2019 through December 31, 2019, and four option periods for calendar years 2020, 2021, 2022 and 2023. Summary Statement : This notice is NOT a request for competitive proposals or quotations. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice must include sufficient information to establish the interested parties’ bona-fide capabilities of providing the product or service. The Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses to this pre-solicitation notice must be received no later than 12:00pm EST on Monday, December 10, 2018 and must reference the announcement number specified above.
