- INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single contract for the Renovate Multi-Purpose Room project at the Minneapolis VA Medical Center (VAMC) located at 1 Veterans Drive, Minneapolis, MN 55417. The proposed project will be awarded as a firm-fixed-price contract utilizing design-build procedures. PROJECT DESCRIPTION: The contractor shall furnish all labor, material, tools, equipment, design, supervision, and construction phase services necessary to accomplish the renovation and site preparation for a multi-purpose room located in the Minneapolis VAMC. Work includes but is not limited to new flooring, casework, doors, ceilings, painting, structural floor loading and penetrations, structural for the x-ray system, plumbing, HVAC, and electrical and low voltage systems. Design and construction will be based on Siemen s final equipment drawings for each site, however, the contractor shall develop full construction documents. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small-Business Set-Aside. Offers received from other than Service-Disabled Veteran-Owned Small-Business concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The anticipated timeframe for the release of the solicitation and award are January 2019 and March 2019 respectively. All bids will be due by the date and time specified in the solicitation. Specifications and drawings will be provided as attachments to the solicitation posted to the Federal Business Opportunities website (https://www.fbo.gov). The period of performance is approximately 161 calendar days from the issuance of the Notice to Proceed with an estimated completion in September 2019. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $500,000 and $1,000,000.
