Description
Sources Sought for Potential Requirement Synopsis The Naval Facilities Engineering Center (NAVFAC) Expeditionary Program Office (NEPO) has a potential requirement for the development of an Amphibious Surf Capable Vehicle (ASCV). The ASCV will provide support across the range of military operations (ROMO) with the deployment of tailored teams and equipment via amphibious ships and Maritime Prepositioning Ships (MPSRON). The vehicles may also be used for Non-combatant Evacuation Operations (NEO), as well as transporting sustainment material in support of beach clearance and salvage operations. The ASCV represents the functional solution to provide a seamless transition from waterborne to land operational modes no matter what the bottom conditions or the depth of the surf zone. The Government anticipates meeting this requirement in three phases: Phase I: Preliminary Design - Deliver a 70% Preliminary Design Phase II: Detail Design and Construct - Deliver a 100% Design, 1 Engineering Development Model and 4 Low-Rate Production ASCVs Phase III: Production - Deliver 40 Vehicles All interested parties are invited to submit responses describing their firm's current products; as well as their firm's capabilities, qualifications, and any other pertinent information with regards to developing, building and testing an ASCV. The integration and use of Commercial Off-The-Shelf (COTS) products is highly encouraged. Attachment A, ASCV Performance Specification, provides the performance specifications the ASCV must meet through design, construction, and testing. The Government wishes to ascertain the availability of vendors that may meet the Government's full requirements of Attachment A for up to 45 vehicles. All potential Offerors are to use this attachment as a basis for their response. Attachment A has been marked as Distribution D: Distribution authorized to Department of Defense and U.S. DoD contractors only due to sensitive Navy system requirements data (August 13 2018). Submissions should be limited to ten megabytes or less; and in a format compatible with Microsoft Office or Adobe PDF. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. NAVFAC is conducting market research to determine the range of available contractors and assess their capabilities to support requirements described. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract any supply or service whatsoever. Furthermore, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. As information received in response to this RFI may be used to structure future solicitations, if your party chooses to submit any business sensitive, proprietary, or otherwise confidential information, it must be marked as proprietary or restricted data in the response. Information received from respondents will not be shared with any other respondent. Respondents will not be notified of the results of the market research. Responses to this sources sought request for information will not be returned. An award will not be made on any information, or offers, received in response to this notice. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (FedBizOpps) websites.
