Description
NOTICE OF INTENT TO SOLE SOURCE: INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) intends to award an Initial Outfitting, Transitioning, and Activations (IOT&A) contract on a sole source basis with Visionary Consulting Partners, LLC, a Service-Disabled Veteran Owned Small Business (SDVOSB), to provide activation support services for the VA Sierra Nevada Medical Center. The U.S. Department of Veterans Affairs will construct a seismic renovation of existing Building 1 and a new outpatient Building 100 at the VA Sierra Nevada Medical Center at 975 Kirman Avenue, Reno, Nevada. The new clinic will increase the physical footprint of the medical center by approximately 122,000 square feet. The overall project square footage of the combined Building 1 and Building 100 is 265,000. The multi-phased project, Project Nevada s Heroes (PNH), is anticipated to be awarded in Summer/Fall 2019 (FY19) with on-site construction estimated to begin in Fall of 2019. Activation Phase 1 will vacate Building 1 into modular buildings dispersed around campus and to other areas within the hospital. Once Building 1 is vacated, construction of Building 1 and 100 will begin, including demolition of the south and center wings of Building 1. Activation Phase 2, estimated to begin Winter 2021, will occupy the completed Building 1 renovation. Activation Phase 3, estimated to begin Fall 2022, will occupy the completed 5-story plus basement and penthouse clinic Building 100. REQUIREMENT: The contractor shall conduct all necessary IOT&A activities for Activation Phase 1 in accordance with the Performance Work Statement (PWS). Activation activities for Phases 2 and 3 are not part of the scope of this contract. The contractor shall provide professional services to include all labor, materials, transportation, and equipment to conduct and provide IOT&A support services to accomplish the PWS tasks. The scope includes project support for activating, outfitting, and transitioning the staff and Veterans/patients associated with the project during FY19 through FY23. The scope of this services acquisition includes comprehensive project management, comprehensive interior design development, comprehensive equipment planning, acquisition support services, transition and relocation services, Lean Subject Matter Expertise, receipt, storage and warehousing of new and existing equipment; wayfinding/signage services, furniture, fixtures, and equipment (FF&E) Database management, installation (non-construction related integration), technical inspection, training/simulation for equipment/systems, meeting facilitation services, technical request for information assistance, information technology installation, assembly and other information technology related services, biomedical services and final turnover, closeout, post occupancy evaluations for PNH, and warehouse services for the entire project. ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of 38 U.S.C § 8127 (c) (Also known as the Veterans First Contracting Program) implemented under VA Acquisition Regulation (VAAR) subpart 819.70, which provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business or a Veteran-Owned Small Business concern. It is anticipated that a firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5. The North American Industry Classification System (NAICS) code for this requirement is 541614 with a small business size Standard of $15 million. Pursuant to VAAR 819.7007 (b) The contracting officer s determination to make a sole source award is a business decision wholly within the discretion of the Contracting Officer; however, responsible sources may identify their interest and capability to respond to the requirement by submitting a capability statement. The capability statement must include documentation that provides evidence of the contractor s specific knowledge and experience in providing IOT&A services for healthcare facilities and must include detailed information regarding the contractor s experience in meeting compressed activation schedules. This notice of intent is not a request for competitive quotations; however, responses received no later than December 7, 2018 by 12:00 PM ET will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephone inquiries will be accepted.
