Description
The work will be located in Kittery, Maine at the Portsmouth Naval Shipyard. This procurement is a service for Pest Control Services. Portsmouth Naval Shipyard is an industrial complex, that houses a variety of building types including but not limited to industrial production, child care services, bachelor housing, administrative offices, and medical buildings. The shipyard encompasses approximately 290 acres. A variety of pest control services are required at various levels of control. These services include, but are not limited scheduled treatment and inspection of nuisance pests, disease vector and health pests, structure damaging pests and vertebrate pests, rodent control, gull control, and woodchuck control. The work identified is to be provided by means of a combination Firm Fixed Price and Indefinite Delivery/Indefinite Quantity type contract. Source Selection procedures will be used to select the proposal that is technically acceptable and provides the lowest price to the government, all Offerors will be evaluated using the Lowest Price Technically Acceptable Method. The solicitation and resulting contract award will be a performance-based service acquisition made to the responsible Offeror whose proposal, conforming to the Request for Proposals (RFP), will be most advantageous to the Government, price and other evaluation factors considered. The Offerors proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The technical evaluation factors are: (A) Technical Approach/Management, (B) Corporate Experience, (C) Past Performance Offers shall be submitted for the performance of work for a period of one year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months. The total contract term, including the exercise of any options, shall not exceed 60 months. The appropriate NAICS Code is 561710 with a size standard of $11 million dollars. The contract term will be a base period of 12 months plus four (12 Month) option years. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. This contract will replace a contract for similar services awarded in 2009 for amount of $148,532.00 (annual) and $1,571,578.88 (ten-year aggregate amount). The current contract was awarded to Orkin Inc. DBA Orkin Pest Control. DUNS# 002509420, Cage Code iFNT3, Large Business Concern, FFP/IDIQ Base plus 4 options plus 5 award options (total 10 years). Large business concerns are required to submit a subcontracting plan prior to award of the contract. The solicitation utilizes source selection procedures which require Offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. A sources sought notice N4008518R9520 for this procurement was posted on September 19, 2018 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition with a HUBZONE Evaluation Preference. The NAVFAC MIDATLANTIC small business office concurs with this decision. The Government anticipates a contract award for this project in February 2019.
