- Description
- The Environmental Protection Agency (EPA) has a requirement supporting EPA's Office of Chemical Safety and Pollution Prevention (OCSPP) Pollution Prevention (P2) Program. The contract will be entitled, "Chemical Safety and Source Reduction Hub." The purpose is to obtain engineering, IT, communication, facilitation, logistical, and outreach services to support the P2 Program. The proposed requirement mentioned herein will be solicited as a full and open competition. The intended contract type will be a Single-Award, Fixed Rate, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract, with a five (5) year ordering period. The successful offeror shall be prepared to perform all required tasks and deliver all required items and deliverables as specified in the Statement of Work (SOW). The contractor is expected to provide all labor, equipment, materials, supplies, and supervision necessary to support the Office of Chemical Safety and Pollution Prevention ¿s (OCSPP) Program Office's mission. The work to be performed under the SOW falls under the North American Industry Classification System (NAICS) code 541620, Environmental Consulting Services, with a Small Business Size Standard of $15.0 million. A DRAFT Statement of Work (SOW) has been provided under this posting in FedConnect at www.fedconnect.net and in Federal Business Opportunities (FBO) at www.fbo.gov under the reference number 68HERH19R0001. Note that the SOW attached to this posting is a DRAFT and may be revised when the solicitation is posted. The resultant contract is anticipated to have a hybrid pricing structure, which will allow for work to be ordered through the issuance of time-and-materials or firm-fixed price task orders, or a combination of both. The acquisition will follow the procedures set forth in FAR Part 15, Contracting by Negotiation. The maximum estimated potential labor estimate for the full 5-year contract performance period is 27,200 hours of work. This is not a request for submission of proposals. The solicitation for this procurement is anticipated to be released on or about November 1, 2018 with an award anticipated on or about January 31, 2019. The closing response date will be 30 calendar days after issuance of the solicitation. This announcement serves as the "Advance Notice" for this requirement. Responses to this synopsis are not required. The synopsis, amendments, and other information related to this procurement as well as any subsequent procurement notifications will be posted on the Federal Business Opportunities website, at www.fbo.gov and FedConnect at www.fedconnect.net.
