Description
THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS A DRAFT SIR RELEASE FOR THE UPCOMING OPERATIONAL ANALYSIS AND REPORTING SYSTEM (OARS) PROCUREMENT. Industry participation while encouraged is strictly voluntary. Failure to provide a response will not prevent a vendor from submitting a formal response to the FAA ™s release of a future SIR. The FAA will not pay for any information received or costs incurred in preparing a response to the Draft SIR. The Federal Aviation Administration (FAA) is releasing a draft SIR package for the Operational Analysis and Reporting System (OARS) to solicit feedback on the SIR contents and obtain responses to specific questions from industry regarding key aspects of the acquisition approach. Please use the OARS SIR Comment Matrix provided to provide comments on the OARS draft SIR package. The Operational Analysis and Reporting System (OARS) program will address shortfalls by consolidating disparate legacy safety systems (i.e., applications, software, and databases) into a single safety data/information access portal. The OARS program will establish an enterprise portal, which will provide a single access point to data and applications for safety analysis to support the FAA ™s system safety management. In addition, the OARS program will seek to achieve the following objectives: Improving data collection and analysis with near real time safety information (hazards, mitigations, performance monitoring, etc.) for users to effectively analyze large amounts of data associated with safety events in the NAS (e.g., potential losses of separation) Delivering a suite of FAA analytics and a user interface that will improve the efficiency of safety analysis and provide the framework for integrating future NextGen technologies into the NAS Integrating existing functionality, eliminating database redundancy, improving Life cycle maintenance, improving data management, and providing a flexible platform to implement emerging technologies and services The Draft SIR consists of sections B, C, D, E, F, G, H, I, J (all exhibits attached) K, L, and M. The FAA is looking for comments or feedback on all SIR Sections. Are there any requirements which are vague or unclear? Does the proposed pricing structure and contract types identified in Section B provide sufficient flexibility for you to price your solution? Do the requirements defined in Section C provide sufficient flexibility for a DevOps development methodology to be followed? Is the cost incentive fee and cost share ratio identified in Section B and Section H adequate to incentivize performance? Are the data rights clauses identified in Section I appropriate for your solution? Does the information provided in the J-attachments provide sufficient information for you to develop a comprehensive solution for OARS? Are there aspects of the SIR that you believe will hinder competition? The evaluation process for Past Performance is still being developed and is not included in Section M. The Cost Model referenced in Section M is not included in the draft SIR. The FAA does not intend to publish responses to these questions or other feedback on the draft SIR received from interested parties. Notwithstanding, the responses and feedback will be considered by the FAA in the development of the final SIR. If follow-up questions or general questions regarding the OARS procurement are submitted, the FAA may publish responses if deemed beneficial to all prospective offerors. If so, the questions will be included without attribution to the identity of the submitter.
